ATTACHMENT I <br />Michiana Urban Observatory Project Proposal <br />"An Information Based for Community Development Planning and <br />Decision- Making for the City of South Bend" <br />This proposal is for the Division of Public and Environmental Affairs at <br />Indiana University at South Bend under the sponsorship of the Michiana Urban Observatory <br />to undertake a research project for the City of South Bend, Indiana, to develop and <br />implement a planning and evaluation study of the city's community development program. <br />The title of this project is "An Information Base for Community Development Planning <br />and Decision - Making." The Michiana Urban Observatory proposes to undertake this project <br />for a total cost of $40,177 of which $13,744 would be absorbed by IUSB -DPEA. The <br />Observatory is proposing a cost to the City of South Bend at $26,433.00. The Michiana <br />Urban Observatory further proposes that the contract period for this proposal extends <br />from 9 /30/78 through 6/30/79, with the following target dates for the completion of <br />various project components: <br />9/30/78 Final Design <br />10/1/78- 12/31/78 Data gathering and analysis <br />2/1/79 Interim report on findings <br />3/1/79 Final report of findings <br />3/1/79- 12/6/78 For extended interpretations and follow- through with <br />planning activities. <br />The project will be administered by a Project Director, Dr. William H ojnacki, <br />and two co- principal investigators, Dr. Frank X. Steggert and Dr. Richard Metzcus. <br />All three persons are faculty members with IUSB -DPEA. In addition to these three <br />primary participants an appropriate project advisory committee composed of three to <br />five persons will be established. <br />The project will substantively build upon data gathered in the two previous <br />citizen attitude surveys done by the South Bend Urban Observatory for the City of <br />South Bend. The primary approach to be employed will be to undertake a systematic <br />random sample of residents in four distinct geographic areas of the city. The focus <br />
