ISO <br />/s /John Voorde <br />Member of the Common Council <br />A public hearing was held on the resolution at this time. Council Member Beck read <br />the resolution and presented it to Judith Gruber. Council Member Taylor made a <br />motion to adopt this resolution, seconded by Council Member Barcome. The resolutio <br />was adopted by a roll call vote of nine ayes. <br />REPORTS <br />Council Member Voorde indicated that the Zoning and Vacation Committee had met on <br />Bill nos. 66, 71 and 72 -86. He indicated Bill No. 66 -86 has been withdrawn, and <br />Bill nos. 71 and 72 -86 received a favorable recommendation. <br />Council Member Braboy indicated that the Human Resources Committee had met on Bill <br />No. 77 -86 and recommended it favorable. <br />Council Member Puzzello indicated that the Personnel and Finance Committee had met <br />on Bill No. 73, 74, 75, and 76 -86. She indicated that Bill no. No. 73, 74, and <br />76 -86 received a favorable recommendation, and Bill No. 75 -86 received no <br />recommendation. <br />Council Member Serge indicated that the Public Works Committee had met on Bill nos. <br />78, 79, 80, 81 and 82 -86, and they all received a favorable recommendation. <br />Council Member Barcome made a motion to resolve into the Committee of the Whole, <br />seconded by Council Member Zakrzewski. The motion carried. <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the <br />Committee of the Whole on July 28, 1986, at 7:11 p.m., with nine members present. <br />Chairman Puzzello presiding. <br />BILL NO. 66 -86 <br />A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: PORTIONS OF <br />ST. PETER STREET LYING BETWEEN CORBY BLVD., AND NAPOLEON MORE <br />PARTICULARLY DESCRIBED AS FOLLOWS: THE EAST 8.25 FEET AND THE <br />WEST 8.25 FEET OF SAID PUBLIC WAY, FROM CORBY BLVD. TO NAPOLEON <br />FOR A COMBINED TOTAL DISTANCE OF 1188 FEET MORE OR LESS ALL BEIN( <br />IN THE CITY OF SOUTH BEND, INDIANA SORINS 2ND ADD TO THE TOWN OF <br />LOWELL. <br />Council Member <br />Voorde made a motion to strike this bill from the agenda, seconded b, <br />Council Member <br />Barcome. The motion carried. <br />BILL NO. 71 -86 <br />A BILL TO VACATE THE FOLLOWING PROPERTY: THE FIRST NORTH -SOUTH <br />ALLEY EAST OF WILLIAM STREET, FROM WESTERN AVENUE, SOUTH TO THE <br />SOUTH LINE OF LOTS 6 AND 14, VAIL'S SOUTHWEST ADDITION, BLOCK 8; <br />AND THE FIRST EAST -WEST ALLEY SOUTH OF WESTERN AVENUE, FROM <br />WILLIAM STREET EAST TO THE EAST LINE OF LOTS 12 AND 13, VAIL'S <br />SOUTHWEST ADDITION, BLOCK 8. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Van Gates, the petitioner, <br />made the presentation for the bill. He indicated they were requesting the vacation <br />of this alley in order to build on to the dealership. He indicated that several <br />pieces of land he owned were taken by Redevelopment in order this build the stadium <br />and this vacation would make up for some of the land lost. Joseph Guenert 2510 <br />Corby, spoke against this alley vacation. Council Member Zakrzewski made a motion <br />to recommend this bill to the Council favorable, seconded by Council Member <br />Barcome. The motion carried. <br />BILL NO. 72 -86 A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: THE FIRST <br />NORTH -SOUTH ALLEY EAST OF SUNNYSIDE AVENUE RUNNING SOUTH FROM <br />MONROE STREET TO SOUTH STREET FOR A DISTANCE OF 250 FEET MORE OR <br />LESS AND LYING BETWEEN LOTS 604 -605 AND LOTS 624 -625 OF SUNNYMEDI <br />THIRD ADDITION TO THE CITY OF SOUTH BEND, INDIANA. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Larry Groth, 1335 E. South <br />St., made the presentation for the bill. He indicated the purpose of this vacation <br />was to insure the safety of neighborhood children. Council Member Beck made a <br />motion to recommend this bill to the Council favorable, seconded by Council Member <br />Zakrzewski. The motion carried. <br />Council Member Beck made a motion to combine public hearing on Bill nos. 73, 74, <br />75 -86, seconded by Council Member Zakrzewski. The motion carried. <br />Council Member Barcome made a motion to move the salary hearing to the last part of <br />public hearing, seconded by Council Member Beck. The motion carried. <br />BILL NO. 76 -86 A BILL AMENDING ORDINANCE NO. 7357 -84 TO ESTABLISH THE SALARY <br />A CERTAIN POSITION WITHIN THE POLICE DEPARTMENT OF THE CITY OF <br />SOUTH BEND FOR THE CALENDAR YEAR OF 1986. <br />
