This bill had first reading. Council Member Serge made a motion to set this bill <br />for second reading and public hearing July 28, and refer it to the Public Works <br />Committee, seconded by Council Member Zakrzewski. The motion carried. <br />NEW BUSINESS <br />Council Member Taylor asked for a list of all ordinances and resolutions that effect <br />minorities and the vote, since Council Member Paszek has been on the Council. <br />PRIVILEGE OF THE FLOOR <br />Ralph Johnson, 734 N. Cushing, spoke regarding the answer to crime. <br />Odell Newburn, 110 N. Carlisle, spoke regarding the Council interceding to see if <br />blacks could be placed on the homicide bureau and SWAT team. <br />Gladys Muhammad, assistant director of Code Enforcement, spoke regarding the racial <br />comments made by Councilman Paszek. <br />Roman Kowalski, 802 Birchwood, spoke regarding City employees living within the City <br />limits. He defended Councilman Paszek comments. <br />Cleophus Washington, 726 W. Washington, indicated Councilman Paszek's comments were <br />abusive. He asked the Rules Committee to expedite the process. <br />Phyllis Stone, 129 N. Studebaker, asked the Rules Committee and the Council to take <br />into consideration the fact that Councilman Paszek nor his lawyer came to the public <br />hearing. <br />Tracy Jacobs, 1053 N. Elmer, indicated that a cancer was spreading across the <br />community. She indicated that the Council was dragging their feet on this matter. <br />Renalda Robinson, 737 N. Francis, spoke regarding the racial problems in the <br />community. <br />Charlotte Robinson, 330 N. Birdsell, indicated that Councilman Paszek's past good <br />record could not make up for a tragic mistake. <br />Melvan Martin, 710 N. Twyckenham, indicated that Section 2 -8 of the Municipal Code, <br />states that "Each Councilman shall observe the highest standards of dignity, <br />propriety, courtesy, respect and decorum when with his fellow Councilmen, officers <br />and employees of the City, and all other persons and when carrying out any of the <br />responsibilities, duties and services mandated by the office of a Councilman. <br />Ann Clark, 831 Forrest Ave., indicated there was a strong feeling in her <br />neighborhood that Mr. Paszek needs to resign. <br />There being no further business to come before the Council, unfinished or new, <br />Council Member Taylor made a motion to adjourn, seconded by Council Member Barcome. <br />The motion carried and the meeting was adjourned at 8:30 p.m. <br />ATTEST: <br />City Clerk <br />APPROVED: <br />President <br />
