<br />Public Works, made the presentation for the bill. He indicated this appropriation
<br />would be used to fund vehicle replacements in Code Enforcement, Weights and
<br />Measures, Communications, Engineering and Traffic and Lighting. Council Member
<br />Barcome made a motion to recommend this bill to the Council favorable, seconded by
<br />Council Member Zakrzewski. The motion carried.
<br />BILL NO. 28 -86 A BILL OF THE COMMON
<br />AMENDING CHAPTER 2,
<br />OF SOUTH BEND BY THE
<br />REQUIREMENTS.
<br />COUNCIL OF THE CITY OF SOUTH BEND, INDIANA,
<br />ARTICLE 8, OF THE MUNICIPAL CODE OF THE CITY
<br />DELETION OF SECTION 2 -117 ENTITLED RESIDENCE
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Council Member Voorde made the
<br />presentation for the bill. He indicated efforts of the Personnel Department to
<br />enforce the residency requirement have proven to be difficult. He indicated that
<br />presently the City claims only nine employees are not in compliance with the law.
<br />He indicated that since the passage on the residency requirements the Courts ruled
<br />sworn police officers and fire fighters were excluded from the residency
<br />requirement. He indicated that the residency requirement restricts the City from
<br />hiring the potentially best employees, and discriminates unnecessarily. he
<br />indicated that eliminating the rule will help assure we can attract the best
<br />employees. Robert Warnock, President of Teamsters Local 367 presented a petition
<br />with 557 signatures in favor of the proposed bill. George Herndeen, attorney, spoke
<br />in favor of this bill. Michael Vance, Controller, spoke against the repeal to the
<br />residency requirement. Lee Brummett, 1129 Diamond and Ken Donnelley, 2605
<br />Frederickson, spoke against this bill. Council Member Barcome made a motion to
<br />recommend this bill to the Council favorable, seconded by Council Member Paszek.

<br />BILL NO. 29 -86
<br />A BILL AMENDING ORDINANCE NO. 7357 -84 TO PROVIDE A SALARY FOR A
<br />POLICE ARMORER POSITION FOR THE POLICE DEPARTMENT FOR CALENDAR
<br />YEAR 1986.
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Michael Vance, Controller,
<br />made the presentation for the bill. He indicated this bill would permit the
<br />civilianization of another position traditionally held by sworn members of the
<br />Police Department. He indicated they intended to civilianize several administrative
<br />and clerical positions currently held by police officers. Council Member Zakrzewski
<br />made a motion to recommend this bill to the Council favorable, seconded by Council
<br />Member Taylor. The motion carried.

<br />Public Works, made the presentation for the bills. He indicated, that on Bill No.
<br />30 -86, this appropriation would be used to purchase materials for the Pavement
<br />Improvements Program. He indicated that the sealing program is an investment which
<br />greatly extends the life our our road system. He indicated, that on Bill No. 31 -86,
<br />this appropriation would be used to purchase materials for the 1986 Paving and
<br />Slurry Program. Council Member Taylor made a motion to recommend Bill No. 30 -86 to
<br />the Council favorable, seconded by Council Member Zakrzewski. The motion carried.
