9 <br />REGULAR MEETING DECEMBER 16, 1985 <br />Be it remembered that the Common Council of the City of South Bend met in the Council <br />Chambers of the County -City Building on Monday, December 16, at 7:00 p.m. The <br />meeting was called to order and the Pledge to the Flag was given. <br />ROLL CALL Present: Council Members Serge, Braboy, Puzzello, <br />Taylor, Zakrzewski, Crone, Paszek, Voorde and <br />Beck <br />Absent: None <br />SPECIAL BUSINESS <br />RESOLUTION NO. 1383 -85 <br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, COMMEMORATING SOME OF THE MANY <br />CONTRIBUTIONS MADE TO OUR COMMUNITY BY THE LATE WILLIAM <br />J. RICHARDSON <br />WHEREAS, the Common Council of the City of South Bend, Indiana, notes with <br />sincere sadness the passing of one of St. Joseph County's finest and most dedicated <br />public servants, William J. Richardson; and <br />WHEREAS, the Council recognizes with pride his many years of public service as <br />the City Engineer for the City of South Bend, as the St. Joseph County Engineer, and <br />as the St. Joseph County Sheriff; and <br />WHEREAS, Bill's love for community involvement included being President of the <br />Board of the Great Lakes Forensic Laboratory, Honorary Chairman of the American <br />Cancer Society's Jail -a -thon in 1984, being a member of the Society of Registered <br />Professional Engineers, and countless other civic and charitable organizations; and <br />WHEREAS, some of his many community service accomplishments included the building <br />of three (3) bridges over the Indiana Toll Road, engineering the reconstruction of <br />several St. Joseph County bridges; and bringing to construction stage the <br />Church -Union underpass in Mishawaka and the Olive- Sample overpass in South Bend; and <br />WHEREAS, Bill's richest legacy which our community will long remember includes <br />his love and respect for his fellow man, his quick wit, his "Die Hard Cub Fan Club" <br />spirit, his dedication to professionalism in all tasks, and his ability to inspire <br />and motivate all of those around him. <br />NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, <br />Indiana, as follows: <br />SECTION I. On behalf of all of the citizens of the City of South Bend, Indiana, <br />the Common Council hereby publicly commemorates the late William J. Richardson for <br />his many accomplishments and public service activities, and for enriching, inspiring, <br />caring for, and touching countless individuals in our Community throughout his life. <br />SECTION II. The Common Council expresses its deepest sympathy to Jean Patricia <br />Richardson and their seven (7) children, and sincerely hopes that the rich and <br />abundant memories of Bill will brighten the years ahead. <br />SECTION III. This Resolution shall be in full force and effect from and after <br />its adoption by the Common Council and approval by the Mayor. <br />/s/ Joseph T. Council Member Taylor <br />made a motion to adopt this resolution, seconded by Council Member Serge. The <br />resolution was adopted by a roll call vote of nine ayes. <br />Council Member Puzzello made a motion to suspend the rules and add Bill No. 181 -85 <br />to the agenda for first reading, public hearing and passage, seconded by Council <br />Member Taylor. The motion carried on a roll call vote of nine ayes. <br />
