<br />This being the time heretofore set for public hearing on the above bill, proponents

<br />the Youth Service Bureau, made the presentation for the bill. She indicated these
<br />funds will be used for the summer recreation programs. Council Member Puzzello made
<br />a motion to recommend this bill to the Council favorable, seconded by Council Member

<br />SERVICES CAPITAL IMPROVEMENT FUND OF THE CITY OF SOUTH BEND,
<br />INDIANA FOR THE REPLACEMENT OF A ROOF AND FOR THE LEASE PAYMENT
<br />FOR QUINT 3 (LADDER 5).

<br />the presentation for the bill. He indicated this appropriation would be used to
<br />replace the roof at Station #3, and make the lease payment for Quint 3. Council
<br />Member Crone made a motion to recommend this bill to the Council favorable, seconded
<br />by Council Member Zakrzewski. The motion carried.
<br />BILL NO. 68 -85 A BILL ESTABLISHING A NEW SCHEDULE OF RATES AND CHARGES FOR
<br />SERVICES RENDERED BY THE WATERWORKS OF THE CITY OF SOUTH BEND BY
<br />AMENDING CHAPTER 17, ARTICLE 4 OF THE MUNICIPAL CODE OF SOUTH
<br />BEND.
<br />Council Member Beck made a motion to amend this bill, as on file with the City
<br />Clerk, seconded by Council Member Taylor. The motion carried. John Leszczynski,
<br />Director of Public Works, made the presentation for the bill. He indicated that
<br />Coopers and Lybrand conducted a study of the Water Works, and based on this study
<br />they have recommended a 5.2% increase in water rates. He indicated that the Water
<br />Works Commissioners have approved this increase and recommended that the Common
<br />Council concur with their decision. He indicated that this 5.2% increase will
<br />insure that the Water utility is maintained in sound physical and financial
<br />condition. T. Brooks Brademas, and Ralph Johnson, 734 N. Cushing, spoke against
<br />increases in water rates to apartment complexes. Council Member Beck made a motion
<br />to recommend this bill to the Council favorable, as amended, seconded by Council
<br />Member Taylor. The moton carried.
<br />BILL NO. 69 -85 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA,
<br />AMENDING CHAPTER 16, ARTICLE 2 OF THE MUNICIPAL CODE OF SOUTH
<br />BEND.
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. John Leszczynski, Director of
<br />Public Works, made the presentation for the bill. He indicated that increased costs
<br />to provide service compounded by the length of time since our last rate increase
<br />necessitates a change be made. He indicated that they were requesting a rate
<br />increase of $1 per month per customer, and for customers over sixty -five the cost
<br />will be $3.50 per month. He indicated there will be free pickup of appliances,
<br />furniture, etc. Joe Guentert, 3510 E. Corby, indicated that manpower should be
<br />reduced in each trash truck from three to two men. Council Member Taylor made a
<br />motion to recommend this bill to the Council favorable, seconded by Council Member
<br />Puzzello. The motion carried.
<br />BILL NO. 70 -85
<br />A BILL AMENDING ARTICLE 14 OF THE SOUTH BEND MUNICIPAL CODE TO
<br />ESTABLISH A CUMULATIVE CAPITAL DEVELOPMENT FUND.
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Michael Vance, Controller,
<br />made the presentation for the bill. He indicated that the Cumulative Capital
<br />Development Fund was being proposed at $.04 per hundred dollars in 1986, $.08 in
<br />1987, and $.12 in 1988. He indicated this will mean $163,000 in revenue in 1986,
<br />$326,000 in 1987 and $488,000 in 1988. He indicated this fund may be used for
<br />capital improvements pertaining to public ways streets, sidewalks, sewers and
<br />general improvements, including firefighting buildings and equipment and police
<br />equipment, as well as parks and other public structures. Council Member Beck made a
<br />motion to accept the substitute bill on file with the City Clerk, seconded by
