<br />These are just some of the traffic and safety concerns which are currently problems 
<br />in our area. 
<br />We believe that these concerns coupled with the quality of life which "a" 
<br />Residential Zoning is to promote and protect, are more than sufficient grounds to 
<br />vote against Bill No. 23 -85, at tonight's City Council meeting.

<br />Council Member Taylor, indicated that a 1,000 units of housing was unwholesome to a 
<br />neighborhood. He indicated that the entire character of the neighborhood would be 
<br />changed. He asked the Council not to rezone this property Council Member Beck 
<br />made a motion to recommend this bill to the Council unfavorable, seconded by Council 
<br />Member Zakrzewski. The motion passed on a roll call vote of eight ayes and one nay 
<br />(Council Member Serge). 
<br />Council Member Taylor made a motion to adjourn, seconded by Council Member Beck. 
<br />The motion carried and the meeting was adjourned at 9:14 p.m., and reconvened at 
<br />9:25 p.m. 
<br />BILL NO. 45 -85 
<br />A BILL AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, COMMONLY KNOWN 
<br />AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, (CHAPTER 21, 
<br />MUNICIPAL CODE) (1117 AND 1121 E. CORBY). 
<br />This being the time heretofore set for public hearing on the above bill, proponents 
<br />and opponents were given an opportunity to be heard. Duane Barrow, from Area Plan, 
<br />gave the staff report. He indicated this rezoning was to allow the addition of a 
<br />car wash to an existing gas station. He indicated this received a favorable 
<br />recommendation from Area Plan. Council Member Crone made a motion to accept the 
<br />substitute bill on file with the City Clerk, seconded by Council Member Zakrzewski. 
<br />The motion carried. Wyatt Mick, attorney, made the presentation for the bill. He 
<br />indicated this rezoning was to allow for an addition to the present facility and a 
<br />parking site. He indicated the property would be fenced. Phillip Slatt, 52563 
<br />Jackie, spoke in favor of this rezoning. Richard Kruk, the owner of the property, 
<br />indicated the fence area would be landscaped as requested by Council Member 
<br />Puzzello. Council Member Voorde made a motion to recommend this bill to the Council 
<br />favorable, as amended, seconded by Council Member Paszek. The motion carried. 
<br />BILL NO. 48 -85 
<br />A BILL AMENDING THE ZONING ORDINANCE FOR THE PROPERTY LOCATED AT 
<br />3308 E. JEFFERSON BLVD., IN THE CITY OF SOUTH BEND, INDIANA. 
<br />This being the time heretofore set for public hearing on the above bill, proponents 
<br />and opponents were given an opportunity to be heard. Duane Barrow, of Area Plan, 
<br />gave the staff report, which was favorable. Council Member Voorde made a motion to 
<br />accept the substitute bill on file with the City Clerk, seconded by Council Member 
<br />Zakrzewski. The motion carried. John Gourley, attorney, indicated the petitioner 
<br />planned to construct forty two bedroom condo units. James Cook, the developer, 
<br />indicated this was a low density project, with approximately eight units per acre. 
<br />Louis Mundell 127 S. 34th; spoke against this rezoning and presented a petition with 
<br />173 signatures. Bennie Howard, 3325 E. Jefferson and Pauline Wagner, 3328 E. 
<br />Jefferson, spoke against this rezoning. Council Member Beck made a motion to 
<br />continue public hearing on this bill until July 22, seconded by Council Member 
<br />Taylor. The motion carried. 
<br />BILL NO. 63 -85 
<br />A BILL ANNEXING TO AND BRINGING WITHIN THE CITY LIMITS OF SOUTH 
<br />BEND, INDIANA, CERTAIN LAND LOCATED IN ST. JOSEPH COUNTY, 
<br />INDIANA. 
<br />This being the time heretofore set for public hearing on the above bill, proponents 
<br />and opponents were given an opportunity to be heard. Kevin Butler, attorney, 
<br />indicated this annexation was for property located at the corner of Edison & Ivy. 
<br />He indicated they planned to build a Bed and Breakfast Inn, which will be 24 units, 
<br />plus a unit for the manager. Council Member Voorde made a motion to recommend this 
<br />bill to the Council favorable, seconded by Council Member Zakrzewski. The motion 
<br />carried. 
<br />BILL NO. 64 -85 A BILL OF THE CITY OF SOUTH BEND, INDIANA APPROPRIATING THE SUM 
<br />OF ONE HUNDRED EIGHTY -ONE THOUSAND FOUR HUNDRED SEVENTY -FIVE 
<br />DOLLARS ($181,475) FOR PAYMENT OF THE JUDGMENT BOND OF 1984. 
<br />This being the time heretofore set for public hearing on the above bill, proponents 
<br />and opponents were given an opportunity to be heard. Carol Sanders, Deputy 
<br />Controller, made the presentation for the bill. She indicated this appropriation 
<br />was necessary to pay on the judgment funding bonds of 1984, on two court cases; 
<br />nonpayment on a parking study and a police pay dispute. Council Member Zakrzewski
