REGULAR MEETING <br />MAY 28, 1985 <br />This being the time heretofore set for public hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. Kenneth Fedder, attorney for the <br />Economic Development Commission, made the presentation for the bill. He indicated this <br />issue was a cost overrun on the original project. Council Member Taylor made a motion to <br />recommend this bill to the Council favorable, seconded by Council Member Puzzello. The <br />motion carried. <br />BILL NO. 43 -85 <br />A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT THE <br />SOUTHEAST CORNER OF THE TOPSFIELD CONDOMINIUM PROJECT IN THE CITY OF <br />SOUTH BEND, INDIANA. <br />Council Member Beck made a motion to strike this bill, seconded by Council Member <br />Puzzello. The motion carried. <br />BILL NO. 41 -85 <br />A BILL APPROPRIATING $30,000.00 FROM THE GENERAL FUND OF THE CITY OF <br />SOUTH BEND, INDIANA TO PROVIDE TECHNICAL ASSISTANCE IN CONNECTION WITH <br />CERTAIN ECONOMIC DEVELOPMENT ACTIVITIES IN THE INNER -CORE AREA OF THE <br />CITY OF SOUTH BEND, INDIANA. <br />This being the time heretofore set for public hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. Jon Hunt, Director of Redevelopment, <br />made the presentation for the bill. He indicated the bill should be amended in the title <br />after Inner -core add "and other areas ". Council Member Taylor made a motion to amend, <br />seconded by Council Member Puzzello. The motion carried. He indicated this <br />appropriation from the General Fund was the City's contribution to Project Future for <br />1985. He indicated the in addition to the City's efforts in the area of economic <br />development, Project Future has supplied technical assistance and pursued further <br />economic development efforts of its own. Council Member Crone made a motion to recommend <br />this bill to the Council favorable, as amended, seconded by Council Member Puzzello. The <br />motion carried. <br />BILL NO. 42 -85 <br />A BILL APPROPRIATING $125,000.00 FROM THE GENERAL FUND OF THE CITY OF <br />SOUTH BEND, INDIANA TO PROVIDE ASSISTANCE IN CONNECTION WITH CERTAIN <br />ECONOMIC DEVELOPMENT ACTIVITIES IN THE INNER -CORE AREA OF THE CITY OF <br />SOUTH BEND, INDIANA. <br />This being the time heretofore set for public hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. Jon Hunt, Director of Redevelopment, <br />made the presentation for the bill. He indicated the City is in the process of upgrading <br />its efforts in the area of economic development for our community. He indicated this <br />includes heightened efforts in attracting businesses, different initiatives in <br />development redevelopment areas, and increased efforts towards the revitalization of <br />those areas. Council Member Taylor made a motion to recommend this bill to the Council <br />favorable, seconded by Council Member Puzzello. The motion carried. <br />BILL NO. 49 -85 <br />A BILL DECREASING THE 1985 BUDGET OF THE CITY OF SOUTH BEND IN VARIOUS <br />ACCOUNTS WITHIN VARIOUS DEPARTMENTS OF THE GENERAL FUND AND PARK FUND. <br />This being the time heretofore set for public hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. Michael Vance, City Controller, made <br />the presentation for the bill. He indicated this bill was a result of earlier reductions <br />in budget appropriations for 1985, reduces appropriations in the General Fund by $806,725 <br />and in the Park Department by $187,275. He indicated that at a later date they will be <br />appropriating $350,000 to purchase the new Police Department fleet and approximately <br />$200,000 to purchase some of the necessary equipment for the upgraded alley program. <br />Council Member Voorde made a motion to recommend this bill to the Council favorable, <br />seconded by Council Member Zakrzewski. The motion carried. <br />BILL NO. 50 -85 A BILL ESTABLISHING A NONREVERTING "EAST BANK TRAIL FUND ". <br />This being the time heretofore set for public hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. James Seitz, Superintendent of Parks, <br />made the presentation for the bill. He indicated that organizers of the Sunburst <br />Marathon have proposed to contribute $ .99 of any entry fee to the marathon which will be <br />deposited in this fund. He indicated other organizations might contribute to this <br />fund. Council Member Beck made a motion to recommend this bill to the Council <br />favorable, seconded by Council Member Zakrzewski. The motion carried. <br />BILL NO. 51 -85 A BILL APPROPRIATING $45,000.00 FROM THE GENERAL FUND OF THE CITY OF <br />SOUTH BEND, INDIANA TO PROVIDE FUNDING FOR A FACILITY FOR DISPLAYING <br />THE STUDEBAKER COLLECTION. <br />This being the time heretofore set for public hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. Michael Vance, Controller, made the <br />presentation for the bill. He indicated this bill would appropriate monies from the <br />General Fund for the payment of the land contract obligations in relation to the <br />Freeman - Spicer property for storage and display of the Studebaker Collection and other <br />artifacts belonging to Studebaker Museum. Council Member Beck made a motion to recommend <br />this bill to the Council favorable, seconded by Council Member Puzzello. The motion <br />carried. <br />
