<br />This being the time heretofore set for public hearing on the above bill, proponents and
<br />opponents were given an opportunity to be heard. Kenneth Fedder, attorney for the
<br />Economic Development Commission, made the presentation for the bill. He indicated the
<br />purpose of this bill was to further assign this bond, which is on a current basis as to
<br />payment to bondholders, to Hoffman Brothers Auto Electric, Inc., who has assured the
<br />continuation of the business activities originally contemplated by the bond in our
<br />community. Richard Heyde, 3404 Corby, spoke on this bill. Council Member Taylor made a
<br />motion to recommend this bill to the Council favorable, seconded by Council Member
<br />Puzzello. The motion carried.
<br />BILL NO. 31 -85
<br />A BILL AUTHORIZING THE CITY OF SOUTH BEND, INDIANA (THE "CITY "), TO
<br />ISSUE ITS "ECONOMIC DEVELOPMENT REVENUE BOND, SERIES 1985 (MURPHY
<br />MOTOR FREIGHT LINES, INC. PROJECT), IN THE AGGREGATE PRINCIPAL AMOUNT
<br />OF ONE MILLION TWO HUNDRED EIGHTY THOUSAND DOLLARS (1,280,000.00) AND
<br />APPROVING AND AUTHORIZING CERTAIN ACTIONS WITH RESPECT THERETO.
<br />This being the time heretofore set for public hearing on the above bill, proponents and
<br />opponents were given an opportunity to be heard. Council Member Voorde made a motion to
<br />accept the substitute bill on file with the City Clerk, seconded by Council Member
<br />Zakrzewski. The motion carried. Kenneth Fedder, attorney for the Economic Development
<br />Commission, made the presentation for the bill. He indicated this bond issued would be
<br />used to construct improvements to their present facility. He indicated they anticipated
<br />50 -60 new jobs will be created within the next three years. Council Member Zakrzewski
<br />made a motion to recommend this bill to the Council favorable, as amended, seconded by
<br />Council Member Taylor. The motion carried.
<br />BILL NO. 32 -85
<br />A BILL AUTHORIZING THE CITY OF SOUTH BEND, INDIANA (THE "CITY "), TO
<br />ISSUE ITS "ECONOMIC DEVELOPMENT REVENUE BOND, SERIES 1985 (3300 SAMPLE
<br />STREET ASSOCIATES PROJECT), IN THE AGGREGATE PRINCIPAL AMOUNT OF TWO
<br />MILLION DOLLARS ($2,000,000.00) AND APPROVING AND AUTHORIZING CERTAIN
<br />ACTIONS WITH RESPECT THERETO.
<br />Council Member Taylor made a motion to continue public hearing and second reading on this
<br />bill indefinitely, seconded by Council Member Zakrzewski. The motion carried.

<br />A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 1117 W.
<br />WESTERN AVE., IN THE CITY OF SOUTH BEND, INDIANA.
<br />This being the time heretofore set for public hearing on the above bill, proponents and
<br />opponents were given an opportunity to be heard. Larry Magliozzi, from Area Plan, gave
<br />the staff report, which was favorable. Sam Mercantini, the petitioner, made the
<br />presentation for the bill. He indicated he planned to rehab this building. He indicated
<br />that since the building had not been used in years the zoning had reverted. He indicated
<br />the building would be used for mixed use - residential on the second floor and commercial
<br />offices and businesses on the ground floor. Council Member Voorde made a motion to
<br />recommend this bill to the Council favorable, seconded by Council Member Zakrzewski.
<br />Later on in the meeting a motion to reconsider was made in order to vote on an amended
<br />version of this bill.
<br />BILL NO. 22 -85
<br />A BILL ANNEXING AND BRINGING WITHIN THE CITY LIMITS OF SOUTH BEND,
<br />INDIANA, CERTAIN LAND LOCATED IN PENN TOWNSHIP, ST. JOSEPH COUNTY,
<br />INDIANA.
<br />This being the time heretofore set for public hearing on the above bill, proponents and
<br />opponents were given an opportunity to be heard. Jerry Speedy, representing Edward Rose
<br />of Indiana, made the presentation for this bill. He indicated they planned to build
<br />apartments at this site. He indicated if the property was not rezoned the owner of the
<br />property would not want it annexed. Council Member Beck made a motion to recommend this
<br />bill to the Council favorable, seconded by Council Member Puzzello.

<br />A BILL DESIGNATING AND ESTABLISHING AN HISTORIC LANDMARK UNDER
<br />ORDINANCE NO. 5565 -68, AMENDING ORDINANCE NO. 4990 -68, AS AMENDED,
<br />COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND.

<br />This being the time heretofore set for public hearing on the above bill, proponents and
<br />opponents were given an opportunity to be heard. John Oxian, Vice President of Historic
<br />Preservation, made the presentation for the bill. He indicated this home ranked an 11.
<br />He indicated it was built in 1880 and moved into the West Washington Historic District.
<br />Council Member Taylor made a motion to recommend this bill to the Council favorable,
<br />seconded by Council Member Zakrzewski. The motion carried.

<br />Preservation, made the presentation for the bill. He indicated his home was ranted a
<br />12. He indicated it was built in 1902 and moved into the West Washington Historic
<br />District. Council Member Taylor made a motion to recommend this bill to the Council
<br />favorable, seconded by Council Member Braboy. The motion carried.
