REGULAR MEETING OCTOBER 22, 1984 <br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, <br />Indiana, as follows: <br />SECTION I. That the Common Council hereby confirms its Declaratory Resolution <br />designating the area described herein as an Economic Revitalization Area for the <br />purposes of tax abatement. Such designation is for personal property tax abatement <br />only and is limited to five (5) calendar years from the date of adoption of the Declaratory <br />Resolution by the Common Council. <br />SECTION II. This Resolution shall be in full force and effect from and after <br />its adoption by the Common Council and approval by the Mayor. <br />/s/ Beverlie J. Ernest Szarwark, attorney, <br />indicated that Mittler Supply planned to expand their facility, as well as purchase <br />cylinders used to contain bottled gas, and a computer. Council Member Zakrzewski <br />made a motion to adopt Resolution No. 1219 -84, as amended, seconded by Council Member <br />Crone. The resolution passed by a roll call vote of seven ayes. Council Member <br />Zakrewski made a motion to adopt Resolution No. 1220 -84, as amended, seconded by <br />Council Member Crone. The resolution was adopted by a roll call vote of seven ayes. <br />RESOLUTION NO. 1221 -84 A RESOLUTION DESIGNATING THE CHAPIN NEIGHBORHOOD REVITALIZATION <br />DISTRICT AS AN IMPACT AREA FOR RESIDENTIAL AND COMMERCIAL <br />PURPOSES FOR USE OF COMMUNITY DEVELPMENT BLOCK GRANT FUNDS. <br />STATEMENT OF PURPOSE AND INTENT: In Ordinance No. 7372 -84, the South Bend Common <br />Council established a procedure for local designation of areas within the City of <br />South Bend as impact areas for use of Community Development Block Grant Funds. The <br />Community Development Division of the Department of Economic Development has developed <br />maps and plats showing boundaries of the area known as the Chapin Neighborhood Revitalization <br />District and has compiled objectively determinable signs of physical deterioration in <br />the area, following objective criteria for residential and for commercial areas, as <br />provided in Ordinance No. 7372 -84, and has presented the same to the Board of Public <br />Works and to the Common Council. The Board of Public Works has recommended the Council <br />designate this area as an impact area for the planned use of Community Development <br />Block Grant Funds. <br />NOW, THEREFORE, BE IT RESOLVED BY THE SOUTH BEND COMMON COUNCIL, as follows: <br />SECTION I. The Common Council has received Resolution No. 22 -1984 from the <br />Board of Public Works, which finds that the Chapin Revitalization District meetings <br />both residential and commercial criteria for designation as an impact area for planned <br />use of Community Development Block Grant Funds and which recommends the designation <br />of that area as an impact area. <br />SECTION II. The Common Council has received and reviewed documents considered <br />by the Board in making its finding and has considered the area to determine whether <br />use of Community Development Block Grant Funds within that area will be of public use <br />and benefit and in furtherance of the City's plan for use of such funds. <br />SECTION III. The South Bend Common Council finds that it will be of public use <br />and benefit for Community Development Block Grant Funds to be used in the Chapin <br />Neighborhood Revitalization District and the area should be and is hereby designated <br />an impacvt area for use ofCommunity Development Block Grant Funds. <br />SECTION IV. This resoluton shall be in full force and effect from and after its <br />adoption by the Common Council and approval by the Mayor and shall remain in effect <br />for a period of three (3) years from the effective date of this Resolution. <br />/s/ Beverlie J. Colleen Rosenfeld, director <br />of Community Development, indicated this resolution would designated the first Impact <br />Area. She indicated the designation will provide for more comprehensive treatment of <br />an area through the use ofCommunity Development funds. Council Member Zakrzewski <br />made a motion to adopt this resolution, seconded by Council Member Braboy. The resolution <br />passed by a roll call vote of seven ayes. <br />BILLS, FIRST READING <br />ORDINANCE NO. 7395 -84 AN ORDINANCE APPROVING THE FORM AND TERMS OF THE LOAN AGREEMENT, I <br />OF TRUST, AND ECONOMIC DEVELOPMENT REVENUE BONDS, AND AUTHORIZING <br />THE EXECUTION THEREOF, AND APPROVING THE RESOLUTION OF <br />THE SOUTH BEND ECONOMIC DEVELOPMENT COMMISLSION RELATING <br />TO THE SOUTH BEND INDUSTRIAL ASSOCIATES PROJECT. <br />This bill had first reading. Council Member Zakrzewski made a motion to suspend the <br />rules and have public hearing and second reading on this bill, seconded by Council <br />
