REGULAR MEETING <br />Be it remembered that <br />Chambers of the Count; <br />meeting was called to <br />ROLL CALL <br />OCTOBER 22, 1984 <br />the Common Council of the City of South Bend met in the Council <br />I -City Building on Monday, October 22, 1984, at 7:00 p.m. The <br />order and the Pledge to the Flag was given. <br />Present: Council Members Braboy, Puzzello, Zakrzewski, <br />Crone, Paszak, Voorde and Beck <br />Absent: Council Members Serge and Taylor <br />REPORT FROM THE SUB - COMMITTEE ON MINUTES <br />To the Common Council of the City of South Bend: <br />Your sub - committee on the inspection and supervision of the minutes would res- <br />pectfully report that it has inspected the minutes of the October 8, meeting of the <br />Council and found them correct. <br />The sub - committee, therefore, recommends that the same be approved. <br />/s/ Beverlie J. Beck <br />/s/ Ann Puzzello <br />/s/ Thomas Zakrzewski <br />Council Member Zakrzewski made a motion that the minutes of the October 8, 1984, <br />meeting of the Council be accepted and placed on file, seconded by Council Member <br />Puzzello. The motion carried. <br />SPECIAL BUSINESS <br />Jim Ragland of the South Bend Energy Commission, gave their annual report. Council <br />Member - Puzzello made a motion to accept the report, seconded by Council Member Zakrzewski. <br />The motion carried. <br />REPORTS <br />Council Member Braboy indicated the Human Resources Committee had met on bill nos. <br />112, 113, & 114 -84, and Resolution No. 9E, and they all received a favorable recommendation. <br />Council Member Zakrzewski made a motion to resolve into the Committee of the Whole, <br />seconded by Council Member Voorde. The motion carried. <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the Committee <br />of the Whole on October 22, 1984, at 7:10 p.m., with nine members present. Chairman <br />Pro tem Braboy presiding. <br />BILL NO. 108 -84 <br />A BILL AUTHORIZING THE CITY OF SOUTH BEND, INDIANA (THE "CITY ") TO I <br />ITS ECONOMIC DEVELOPMENT REVENUE BONDS, SERIES 1984 (MITTLER <br />SUPPLY, INC. PROJECT), IN THE AGGREGATE PRINCIPAL AMOUNT <br />OF ONE MILLION EIGHT HUNDRED THOUSAND DOLLARS ($1,800,000.00) <br />AND APPROVING AND AUTHORIZING CERTAINS ACTIONS WITH RESPECT <br />THERETO. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Ernest Szarwark, attorney, made <br />the presentation for the bill. He indicated this bond issue will finance an expansion <br />of Mittler S.upply's existing building, as well as purchase of gas cylinders for use <br />in connection with this business. Council Member Beck made a motion to recommend <br />this bill to the Council favorable, seconded by Council Member Zakrzewski. The motion <br />carried. <br />BILL NO. 112 -84 <br />A BILL APPROPRIATING $390,000.000 OF SECTION 108 LOAN GUARANTEE <br />FUNDS FOR ACTIVITIES IN THE EAST BANK DEVELOPMENT AREA. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Colleen Rosenfeld, director of <br />Community Development, made the presentation for the bill. She indicated Section 108 <br />Funds would be used for acquisition, site clearance and relocation in the East Bank <br />Development Area. Council Member Zakrzewski made a motion to recommend this bill to <br />the Council favorable, seconded by Council Member Paszek. The motion carried. <br />BILL NO. 113 -84 <br />A BILL TRANSFERRING $48,000.00 AMONG ACCOUNTS WITHIN THE <br />DIVISION OF COMMUNITY DEVELOPMENT. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member Beck made a motion <br />to accept the substitute bill on file with the City Clerk, seconded by Council Member <br />
