<br />A public hearing was held on the resolution. Council Member Zakrzewski read the
<br />resolution.;�Council Member Serge made a motion to adopt this resolution, seconded by
<br />Council Member Taylor. The resoluton was adopted by a roll call vote of nine ayes.
<br />RESOLUTION NO. 1208
<br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH
<br />BEND, INDIANA, COMMENDING PAUL EDDY FOR HIS WORK AS A LIFEGUARD
<br />AT THE EAST RACE.
<br />WHEREAS, the Common Council of the City of South Bend, Indiana, notes with pride
<br />the East Race which was dedicated in June of 1984; and
<br />WHEREAS, the Council acknowledges the many hard working Park Department employees
<br />and professionally trained water enthusiasts who have greatly contributed to the
<br />success and safety of the East Race; and
<br />WHEREAS, the Council wishes to specifically commend lifeguard Paul Eddy who
<br />assisted Council President Beverlie J. Beck in her unscheduled ride down the East
<br />Race without her raft during the week of the Indiana Association of Cities and Towns
<br />conference held in South Bend, September 17th through September 20th; and
<br />WHEREAS, Paul Eddy helped President Beck "come out smiling" as they maneuvered
<br />together around, between and even over the many water obstacles and tumbled with the
<br />East Race waters; and
<br />WHEREAS, upon ending her wet and watery journey, Council President Beck was
<br />ready to ride the waves again, thanks to Paul Eddy's words of encouragement; and
<br />WHEREAS, individuals like Paul Eddy are the "silent heroes" who encourage all of
<br />us to partake in new adventures and who assure the safety at South Bend's newest
<br />public attraction.
<br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend,
<br />Indiana, asp follows:
<br />SECTION I. On behalf of the citizens of South Bend, Indiana, the Common Council
<br />hereby publicly commends lifeguard Paul Eddy, and all of the other hardworking Park
<br />Department employees and all of the professionally trained water enthusiasts who,
<br />because of their talent and dedication, are making the East Race one of the most
<br />popul;gr and safest attractions in the Michiana Area.
<br />SECTION II. The Council wishes to thank all participants who raced in the raft
<br />races during the Indiana Association of Cities and Towns conference which was held in
<br />South Bend during the week of September 17th, and all of the Park Department employees
<br />and trained lifeguards who diligently worked along the East Race.
<br />SECTION III. This resolution shall be in full force and effect from and after
<br />its passage by the Common Council and approval by the Mayor.

<br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH
<br />BEND, INDIANA, DESIGNATING THE WEEK OF OCTOBER 7 -13, 1984 AS
<br />NEIGHBORHOOD HOUSING SERVICES WEEK.
<br />WHEREAS, the Common Council of the City of South Bend, Indiana, recognizes the
<br />importance -of healthy neighborhoods to the City of South Bend as a whole; and
<br />WHEREAS, Neighborhood Housing Services of South Bend, through a partnership of
<br />neighborhood residents, business leaders the government officials, is actively involved
<br />in revitalization of South Bend's Near Northwest and Northeast neighborhoods; and
<br />WHEREAS, Neighborhood Housing Services of South Bend has provided services in
<br />the Near Northwest Neighborhood since September, 1979 resulting in physical improvements
<br />to more than 1,100 houses and reinvestment of over five million dollars and has now
<br />expanded to provide similar services to the Northeast Neighborhood; and
<br />WHEREAS, Neighborhood Housing Services of South Bend is part
<br />of the National Neighborhood Housing Services Program which has caused over two billion
<br />dollars to be reinvested in more than 200 neighborhoods cross the United States; and
<br />nTHEREAS, the Congress of the United States has designated the week beginning
<br />October 71 1984 as "National Neighborhood Services Week."
<br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the Cty of South Bend,
<br />Indiana, as follows:
<br />SECTION I. On behalf of the citizens of South Bend, Indiana, the Common Council
<br />hereby declares the week of October 7 -13, 1984 to be Neighborhood Housing Services
