Colleen Rosenfeld, Director <br />of Community Development, indicated the Rental Rehabilitation Program, provides <br />financial assistance for rehabilitation of rental units in selected neighborhoods. <br />She indicated the units must be occupied by lower income persons and Section 8 Certificates <br />assist in making the project feasible for. the property.owner.. Council Member Serge <br />made a motion to adopt this resolution, seconded by Council Member Braboy. The <br />resolution was adopted by a roll call vote of nine ayes. <br />BILLS, FIRST READING <br />BILL NO. 61 -84 A BILL DESIGNAT -ING AND ESTABLISHING AN HISTORIC LANDMARK <br />UNDER ORDINANCE NO. 5565 -73, AMENDING ORDINANCE NO. 4990 - <br />68, AS AMENDED, COMMONLY KNOWN AS TH <br />E ZONING ORDINANCE OF THE CITY OF SOUTH BEND. <br />This bill had first reading. Council Member Zakrzewski made a motion to refer this <br />bill to Area Plan, seconded by Council Member Taylor. The motion carried. <br />BILL NO. 62 -84 A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: COLUMBIA <br />STREET RUNNING SOUTH FROM THE SOUTH RIGHT -OF -WAY OF BRONSON <br />STREET FOR A.DISTANCE OF 371 FEET MORE OR LESS, ALL BEING <br />IN SAMPLE'S SUB OF LOTS 26, 27 AND 28 - D &F ADDITION. <br />This bill had first reading. Council Member Puzzello made a motion to set this bill <br />for second reading and public hearing July 9, and refer it to the Zoning and Vacation <br />Committe, seconded by Council Mmber Zakrewski. The motion carried. <br />ORDINANCE NO. 7345 -84 AN ORDINANCE AUTHORIZING THE CITY OF SOUTH BEND ISSUE ITS <br />"ECONOMIC DEVELOPMENT REVENUE BOND, SERIES 1984 (PARK CENTER <br />ASSOCIATES PROJECT) AND ECONOMIC DEVELOPMENT REFUNDING. <br />REVENUE BOND, SERIES 1984 (PARK CENTER ASSOCIATES PROJECT)" <br />AND APPROVING OTHER ACTIONS IN RESPECT THERETO. <br />This bill had first reading. Council Member Puzzello made a motion to suspend the <br />rules and have second reading and public hearing on this bill, seconded by Council <br />Member Zakrewski. The motion carried n a roll call vote.of nine ayes. This being <br />the time heretofore set for public hearing on this bill, proponents and opponents <br />were given an opportunity to be heard. Kevin Butler, attorney for the petitioner, <br />made the presentation for the.bill. He indicated this $1,650,000.00 bond issue <br />would be used to purchase land and construct a facility in the Monroe.Park Revedevlopment <br />Area. He indicated that approximately 25 new jobs would be created. Council Member <br />Serge made a motion to pass this bill, seconded by Council Member Taylor. The bill <br />passed by a roll call vote of nine ayes. <br />BILL NO. 64 -84 A BILL APPROPRIATING $29,003 FROM THE YOUTH SERVICE BUREAU <br />FUND FOR OPERATING FUNDS TO BE ADMINISTERED BY THE YOUTH <br />SERVICE BUREAU OF THE CITY OF SOUTH BEND, INDIANA. <br />This bill had first reading. Council Member Serge made a motion to set this bill <br />for public hearing and second reading July 9, seconded by Council Member Taylor. <br />The motion carried. <br />BILL NO.65 -84 A BILL APPROPRIATING MONIES FOR OPERATION OF THE YOUTH <br />SERVICE BUREAU RUNAWAY SHELTER. <br />This bill had first reading. Council Member Zakrzewski made a motion to set this <br />bill for public hearing and second reading July 9, seconded by Council Member Voorde. <br />The motion carried. <br />UNFINISHED BUSINESS <br />Report from Area Plan - Bill No. 53 -84 - Southeast Corner of Bendix and Indiana Toll <br />Road. <br />Council Member Voorde made a motion to set this bill for public hearing and second <br />reading July 9, and refer it to the Zoning and Vacation Committee, seconded by.Council <br />Member Crone. The motion carried. <br />PRIVILEGE OF THE FLOOR <br />Ralph Johnson, spoke regarding two way streets. <br />There being no further business to come before the Council unfinished or new, Council <br />Member Taylor made a motion to adjourn, seconded by Council Member Crone.
