LaMar Wilson <br />Assistant Director <br />October 18, 1978 <br />�O <br />rn <br />1440 County -City Building <br />South Bend, Indiana 46601 <br />219/284 -9335 <br />M E M O R A N D U M <br />TO: MEMBERS OF THE COMMON COUNCIL <br />FROM: CARL ELLISON, DIRECTOR, COMMUNITY DEVELOPMENT <br />SUBJECT: 1978 CDBG APPROPRIATION (URBAN LEAGUE EMERGENCY REPAIR HOUSING <br />SERVICE) <br />The Division of Community Development is presenting for your consid- <br />eration a bill appropriating $20,000 to be used by the Urban League for <br />an "emergency repair housing service." <br />The $20,000.00 appropriation would be used as a match for Title XX <br />monies to generate approximately $80,000 for the emergency repair program. <br />Client eligibility would be based on Title XX and CDBG income guidelines. <br />It is anticipated that 60% of the clients would be SSI or AFDC recipients <br />and 40% would be "income eligible." <br />The Community Development staff believes an emergency repair program <br />would highly complement our existing CDBG housing services. It has been <br />our experience that low -and moderate - income persons must a _ <br />ionate share of their income for housing and are under extreme financcialt <br />hardship to make necessary housing repairs. We envision this emergency <br />service as a "prevention measure" to curb deterioration of units prior to their becoming in serious disrepair and probable candidates for demolition. <br />The service will provide up to $1,000 of repair to eligible households. <br />This $1,000 limit will include a maximum of $400 of materials and $600 <br />labor costs. Based on these figures, we anticipate approximately eighty <br />to a hundred units being repaired. <br />In addition, we see this emergency repair service as a means to enable <br />a considerable number of low -to moderate - income families to qualify for <br />the Housing Allowance Program. This subsidy can then serve to financial) <br />assist them in providing necessary home repair maintenance on an ongoing <br />basis. Y <br />
