ORDINANCE NO. __4f4q4g -It_ AN ORDINANCE APPROPRIATING $20,000 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND, FOR EMERGENCY REPAIR HOUSING SERVICES TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DIVISION OF COMMUNITY DEVELOPMENT AND THE URBAN LEAGUE OF SOUTH BEND AND ST. JOSEPH COUNTY. STATEMENT OF PURPOSE AND INTENT: The City of South Bend, in creative and affirmative partnership with city residents, private enterprise, and the Federal Government, is committed to the national housing goal of "a decent home and a suitable living environ- ment" for all persons. In attempting to achieve this goal, the City has developed programs to financially assist low- and moderate - income persons in their effort to acquire and /or maintain safe, adequate, and affordable housing through the provision of services, loans, and /or grants. Low -to- moderate income families are a primary population under extreme financial hardship to maintain safe and adequate housing. Therefore, the Division of Community Development and the Urban League of South Bend and Saint Joseph County plan to utilize CDBG funds to implement an emergency repair housing service to provide necessary repairs for eligible applicants. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City Of South Bend, Indiana, as follows: SECTION I. The sum of $20,000.00 is hereby appropriated for the program year s— tarting July 7, 1978 from the City of South Bend's Co mmunity Development Block Grant Fund (Program Year 1978). The appropriation shall be used to serve low -and moderate - income persons in the City of South Bend as approved by the United States Department of Housing and Urban Development under Title Twenty -Four (24), Code of Federal Regulations, Part Five Hundred and Seventy (570) for the Community Development Program Year 1978. The appropriation shall be administered by the Division of Community Development and the Urban League of South Bend and Saint Joseph County as set forth below: PROGRAM -CD -78 -107 COMMUNITY DEVELOPMENT PROGRAM PURPOSE Emergency Repair Housing Service (Urban League) SECTION II.
