FIRM BACKGROUND <br />LARSON-DANIELSON PROPOSAL FOR CMc SERVICES MORRIS PERFORMING ARTS CENTER PARKING GARAGE 19 <br />Howard Park - South Bend, IN <br />FAIR BIDDING PROCESS <br />Larson-Danielson strongly supports a fair, open, and <br />competitive bidding process fully compliant with Indiana public <br />procurement laws. Transparency and integrity are essential to <br />protecting the City’s interests and maintaining public trust. <br />With respect to the City of South Bend’s preference, Larson- <br />Danielson does not intend to self-perform work on this <br />project. All trade packages will be publicly bid to qualified <br />contractors to ensure full and open competition and to engage <br />firms with the specific expertise required for this facility type. <br />Our approach centers on strategic bid packaging that promotes <br />strong local and regional participation while minimizing <br />unnecessary subcontracting tiers and mark-up. Prior to <br />advertisement, we will develop a vetted bidders list based on <br />experience, capacity, safety performance, and financial stability. <br />Each package will include clearly defined scopes, schedules, <br />logistics requirements, alternates, and unit pricing. Post-bid <br />reviews will confirm scope alignment, manpower commitments, <br />and schedule adherence. <br />Our commitment is to maximize competition, ensure fairness, <br />and reduce change order exposure through disciplined pre- <br />award evaluation and coordination. <br />SUSTAINABILITY <br />Larson-Danielson approaches sustainability for a parking <br />structure primarily through durability, long service life, and <br />reduced long-term maintenance. During preconstruction, we <br />will work with the City and design team to evaluate materials, <br />structural systems, and detailing that improve the lifespan of the <br />garage while minimizing future repair costs. Particular attention <br />will be given to corrosion protection, waterproofing strategies, <br />drainage design, and material selections that perform well in <br />Indiana’s freeze-thaw climate. <br /> <br />As the design progresses, we will review system options with <br />the team and provide cost and lifecycle input to help balance <br />first cost with long-term performance. Our focus is on practical <br />decisions that reduce maintenance demands and extend the <br />useful life of the structure. <br /> <br />During construction, Larson-Danielson will implement standard <br />environmental controls including erosion and stormwater <br />protection and responsible construction waste management <br />to support the City’s environmental stewardship goals while <br />delivering a durable, long-lasting facility.
