13Morris Performing Arts Center Parking Garage <br />Garmong Construction <br />Guaranteed Maximum Price Strategy <br />Indiana Code 5-32 allows for the establishment of a <br />Guaranteed Maximum Price under CMc delivery. Garmong <br />supports a phased GMP approach that balances cost <br />certainty with design development. <br />• Open book budgeting with full transparency into <br />subcontractor bids <br />• Early identification of long lead materials and <br />procurement strategy <br />• Market testing of trade packages prior to GMP <br />establishment <br />• Clear delineation of contingency ownership and use <br />• Structured risk allocation discussions with the City <br />We will collaborate with the City to evaluate the cost-benefit <br />of locking in a GMP at the appropriate design milestone. Our <br />goal is to protect the City’s budget while preserving flexibility <br />where design refinement is still in progress. <br />Urban Site Logistics and Phasing <br />The garage sits within a tight downtown footprint bordered <br />by Main Street, LaSalle Avenue, Colfax Avenue, and <br />adjacent cultural and residential buildings. Construction <br />must be carefully staged to minimize disruption to the Morris <br />Performing Arts Center, the Raclin Murphy Encore Center, <br />surrounding businesses, and pedestrian traffic. <br />• Ensure traffic control and pedestrian rerouting are <br />implemented <br />• Plan delivery sequencing in a constrained urban <br />environment <br />• Coordinate with adjacent property owners and tenants <br />• Manage noise and vibration during foundation and <br />structural work <br />• Maintain safe separation of construction activities from <br />public access <br />Public communication will be coordinated with the City’s <br />Department of Community Investment and Public Works to <br />ensure proactive messaging to downtown stakeholders. <br />Fair and Competitive Bidding Process <br />The City has expressed a preference for maintaining a fair <br />and competitive process and generally prefers that CMc <br />firms not self-perform work. Garmong’s standard approach <br />is to serve as a neutral construction manager and not self- <br />perform trade work. This reinforces transparency and market <br />competitiveness. <br />• Develop clear, logical bid packages <br />• Conduct open pre-bid meetings <br />• Apply consistent prequalification criteria aligned with City <br />goals <br />• Provide full bid tabulations and scope leveling <br />documentation <br />• Require Responsible Bidder documentation for first-tier <br />subcontractors <br />This structure ensures a level playing field while protecting <br />quality and schedule. <br />Sustainability and Long-Term Performance <br />The City has emphasized longevity, durability, and minimizing <br />lifecycle costs.
