23MORRIS PARKING GARAGE | PROJECT #125-065 <br />DIVERSE & LOCAL SUBCONTRACTORS: <br />The Wilhelm team is committed to meeting the diversity goals established <br />for this project. Working throughout the state of Indiana for over 10 decades <br />has allowed our team to establish relationships with several diverse firms <br />as well as the organizations that support diversity in the construction <br />industry. We regularly contract with XBE companies even when there <br />are no requirements from owners, and use this opportunity to foster and <br />mentor those businesses. In 2025, we spent over $150M with 143 diverse <br />companies. We also maintain a formal Mentor/Mentee process with a <br />variety of diverse companies. <br />Beginning with preconstruction, and through project development and the <br />procurement process, our team will engage in a Project Specific Diversity <br />Participation Plan and develop a bid strategy specifically for the Morris <br />Parking Garage that will promote success for the diverse community. This <br />strategy will include sizing scopes of work appropriately to engage and <br />encourage the diverse subcontractor and supplier community to participate <br />and be successful on bid day. <br />Given the size of this project, this is a significant opportunity for XBE <br />and local St. Joseph County subcontractors to be involved. To maximize <br />participation and interest for subcontractors and suppliers, we would <br />hold several information sessions about the project (in-person and virtual) <br />to inform vendors about the upcoming opportunity and to discuss their <br />capabilities on the project. These meetings will be advertised in the local <br />newspaper, social media, and other diverse organizations (ICR, Mid-States, <br />etc.). Additionally, we will work with any local agencies who support diversity <br />initiatives and workforce development. Through these meetings, we can <br />understand the capabilities of each vendor and tailor bid packages to <br />maximize their involvement. <br />During GMP development, we would once again publicly advertise the project <br />and the bid packages developed through early diverse vendor input. While <br />these packages are initially developed, we would continue to receive input <br />from vendors during the bidding process to “right-size” the work. Once pricing <br />is received, we will summarize and level the scopes of work to ensure a <br />comparable scope from all vendors. This information will be presented to and <br />reviewed with The City of South Bend and the design team. <br />During this process, we will gladly modify our subcontracting plan through <br />discussions with The City of South Bend. Once these local and diverse <br />subcontractors are involved, the Wilhelm team will be responsible for the <br />overall management of their work. However, we will also serve as a resource <br />to ensure their success on this project and develop a strong working <br />relationship that we can carry to other projects. This strategy has been an <br />effective form of diversity engagement on our projects such as the Marion <br />County Assessment & Intervention Center, Eskenazi Hospital, and IU Health <br />Bloomington Regional Academic Health Center. <br />5.
