White <br />Chairperson, CommitteeDear Council Members: <br />of the Whole <br />Tim Scott On March 4, 2013, we filed the original version of Bill No. 09 -13 with the Office of the <br />First District City Clerk which was designed to provide another tool for the City to address chronic <br />problem properties, which would compliment other regulations in place. <br />Henry Davis, Jr. <br />Second District Since that initial filing, we have had the opportunity to collaborate with many groups and <br />individuals in order to seek their input and recommendations. The Health and Public <br />Valerie Schey Safety Committee has held three (3) public hearings to date, which also provided <br />Third District opportunities for more input. As a result, we have fine -tuned the proposed regulations, <br />Fred Ferlic which are included in Substitute Bill No. 09 -13, which we are attaching for your review <br />Fourth District and approval. <br />David Varner The sponsors of Substitute Bill No. 09 -13 have also met on a regular basis and sought <br />Fifth District input from the three (3) City Departments who will have key roles in the implementation <br />and enforcement of these regulations — Police, Code and Legal. We have talked with <br />Oliver J. Davis officials in other cities who are effectively implementing similar regulations with positive <br />Sixth District results. We also filed with the Office of the City Clerk a May 23, 2013 memorandum <br />from the Council Attorney which summarizes the regulations reviewed from more than <br />Derek Dieter thirty thirty (30) communities across the nation, which was also shared with the entire Council <br />At Large e and the City Administration. <br />Gavin Ferlic <br />At Large The following is a brief summary of improvements made to the original bill which the <br />sponsors and the City Administration have included in Substitute Bill No. 09 -13: <br />Karen L. White <br />At Large • Changes the effective date of the ordinance to October 15, 2013 to enable the <br />Police, Code and Legal Departments to continue to collaborate together for <br />implementation purposes and training, as well as to provide opportunities for <br />outreach and education to the community at large through PSAs, brochures, etc. <br />• Clarifies some of the proposed definitions <br />• Accommodates the concerns raised by larger complexes, such as multi -unit <br />apartments, so that those with more than fifty (50) units on a single parcel would <br />
