<br />The South Bend Redevelopment Authority <br />August 29, 2006 Meeting Minutes <br />and entry to the parking garage. <br />Ms. Photenhauer asked about the loss of parking to the Hall of Fame. Ms. Laurent <br />showed a drawing of the proposed plaza connecting the Hall of Fame with the Gameday <br />project. Gameday will provide twelve spaces of free parking for seven years to Hall of <br />Fame customers.. Thirty-six validations will also be available for the Hall of Fame's use. <br />Also, there will be some on-street parking available on St. Joseph St. which can be used <br />for Hall of Fame visitors. <br />Ms. Greene noted that the way this works to the benefit of the Hall of Fame is that instead <br />of the area serving just parking, which does nothing to bring traffic into the Hall, now <br />there will be a project that brings visitors right to the door of the Hall. It allows for joint <br />event planning for game weekends. <br />Ms. Pfotenhauer asked about the first floor use---will it be retail? Ms. Laurent responded <br />that the first floor will be retail, including a big restaurant. Gameday's goal is for the <br />restaurant to be fun, high quality, somewhat pricey but not extravagant. <br />Mr. Alvarez asked how may total parking spaces will be available in the garage. Ms. <br />Laurent responded 404 spaces. <br />. Mr. Alvarez asked about the seven-year limitation on the spaces. Mr. Inks responded that <br />after seven years the Hall of Fame would need to renegotiate for any spaces it wished to <br />maintain. Ms. Greene noted that the magnitude of this project and its impact on the <br />downtown and Hall of Fame warrants the short term commitment. The downtown will <br />change dramatically and the dynamics will be different. There could be another garage <br />built by the time the parking agreement expires. <br />Ms. Pfotenhauer asked what the components of the project are now. Ms. Laurent <br />responded that there will be two floors of retail, six levels of parking and seven floors of <br />condos. The developer wants to build condos. Gameday is only building the parking <br />garage because we said they have to if they want to build in downtown South Bend. They <br />are partnering with us on the public component, the 125 spaces we've requested. They <br />don't have any more detail to offer about how it will work at this time. We have required <br />that the parking spaces for the condo owners must be made available to the public when <br />they are. not being used by their owners. The 125 public spaces will be available for the <br />rate established by the Council for other city garages. The rate Gameday charges for use <br />of the Gameday spaces will be set by Gameday and will be market-driven. <br />Mr. Alvarez asked why the request for the agreement is addressed to the Redevelopment <br />Commission only. Ms. Laurent responded that the development agreement is between <br />the Commission and Gameday.
