NEMETH, Mayor. <br />COUNTY -CITY BUILDING SOUTH BEND, INDIANA 46601 <br />May 23, 1979 <br />Members of the Council <br />South Bend Common Council <br />4th Floor <br />County-City Building <br />Dear Council Members, <br />219/284 -9483 <br />There will be presented for your consideration at first <br />reading of the May 29, 1979 Council Meeting an Ordinance <br />appropriating $684,400.00 of motor vehicle fuel taxes, <br />for the operations of the Bureau of Streets. <br />As you may recall, the City was severely hampered in the <br />funding of the 1979 Bureau of Streets, Operations budget. <br />This was of course, due to limitations on funding caused <br />by the useage of less gasoline by motorists throughout <br />the State of Indiana. <br />The 1979 legislation has recognized this problem and <br />addressed it on a temporary basis by appropriating some of <br />the state surplus to cities, counties, and towns for <br />street maintenance purposes. We, of course, would like to <br />gear up our operations to put the street system in good <br />repair, and make some necessary repairs and budget adjustments <br />at the Street Department and M.S.F. I should point out that <br />these funds must be spent or encumbered by June 30, 1980 or <br />they revert to the State Highway Department. <br />In reviewing our level of Street Department manpower, and also <br />taking into account the loss of all CETA positions in <br />September of this year, we feel that in order to operate an <br />effective paving program this summer, and complete the balance <br />of maintenance tasks this year, we must hire additional help <br />and /or transition some of the present CETA participants. <br />
