HUNT D� <br />SUBJECT: 1979 CDBG APPROPRIATION (ACQUISITION OF REAL ESTATE FOR <br />WOMEN'S SHELTER) <br />DATE: <br />NOVEMBER 13, 1979 <br />The Division of Community Development is presenting for <br />your consideration a bill appropriating $25,000 to be used by the Young <br />Women's Christian Association of St. Joseph County for acquisition of <br />real estate for a "Women's Shelter." <br />The YWCA opened the present "Women's Shelter" in April of <br />1978. Since its inception, the shelter has assisted two hundred eighty <br />nine (289) women and three hundred three (303) children who have been <br />victims of domestic violence. The project is designed to meet the crisis <br />which occurs within the home as a result of violence and to protect those <br />persons whose health, safety, and /or welfare is endangered with primary <br />emphasis on those cases requiring extensive social and /or mental health <br />services for resolution. The family is the focus for the service impact <br />with services being available to whoever is affected by the violence. <br />The program provides twenty four (24) hour intake and <br />supportive services with one to three staff members present at all times. <br />The current shelter can accommodate ten (10) to twelve (12) women and <br />children at any one time. The average length of stay is generally seven <br />days. <br />The demand for "Women's Shelter" services has proved to far <br />exceed capacity. Statistics show that an average of twenty clients must be <br />turned down per month because of lack of space. Consequently, the Y.W.C.A. <br />
