(,0(0 9 s 7 q <br />AN ORDINANCE APPROPRIATING $25,000.00, FROM THE COMMUNITY <br />DEVELOPMENT BLOCK GRANT FUND FOR THE ACQUISITION OF CERTAIN <br />REAL ESTATE, TO BE ADMINISTERED BY THE CITY OF SOUTH BEND <br />THROUGH ITS DIVISION OF COMMUNITY DEVELOPMENT AND THE <br />YOUNG WOMEN'S CHRISTIAN ASSOCIATION OF ST. JOSEPH COUNTY. <br />STATEMENT OF PURPOSE AND INTENT: <br />The purpose of the Women's Shelter is to provide a secure shelter <br />facility in St. Joseph County for victims of family violence with special <br />emphasis on battered women. The Women's Shelter is a coordinated program <br />providing complaint response, crisis intervention, casework, emergency <br />shelter, advocacy, mental health treatment and social services for families <br />in which violence occurs. Current client demand for services far exceeds <br />services which can be provided because of present physical facility size <br />constraints. In order to address the additional need, funds are required <br />to purchase a larger facility. <br />NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of <br />South Bend, Indiana, as follows: <br />SECTION I. The sum of $25,000.00 is hereby appropriated for the <br />program year starting July 7, 1979, from the Community Development Block <br />Grant Fund (Program Year 1979). This appropriation is to be administered <br />by the Division of Community Development and the Young Women's Christian <br />Association of St. Joseph County as set forth below: <br />PROGRAM - CD -79 -703 <br />PURPOSE AMOUNT <br />Acquisition of Real Estate for Women's Shelter $25,000.00 <br />SECTION II. Funds provided through this appropriation shall not be <br />expended prior to the release of funds by the United States Department of <br />Housing and Urban Development pursuant to the provisions of 24CFR Part 58. <br />SECTION III.
