A comprehensive Master Plan for the project area will be <br />developed to integrate transportation, utilities, stormwater <br />management, and parking facilities into a unified framework. The <br />plan will guide both the preliminary and phased full design efforts, <br />ensuring that public improvements align with private development <br />to establish a cohesive, mixed -income community. <br />This approach emphasizes the strength of the public/private <br />partnership. Public infrastructure investments — including new <br />street connectors, curbs, sidewalks, street lighting, parking <br />areas, and stormwater facilities — will be coordinated with <br />private development to ensure seamless connections between <br />public spaces and private parcels. This collaboration will <br />maximize the efficiency of resources, synchronize phasing with <br />development schedules, and create long-term value for the City <br />of South Bend and future residents. <br />The plan will prioritize walkability, connectivity, and <br />sustainability. Streetscapes will include street trees, pedestrian - <br />friendly sidewalks, and context -sensitive lighting to foster a safe <br />and attractive neighborhood environment.
