:â– ABONMARCHE <br />SECONDARY PLATTING PROCESS & MEETINGS <br />Abonmarche will prepare the secondary (final) plat drawing and accompanying documentation in accordance <br />with City of South Bend Subdivision Ordinances. This legally subdivides the property and provides the foundation for <br />utility service and site development. The scope also includes representing the project at plan commission meetings to <br />facilitate approval and coordination. Once finalized, a copy of the plat will be provided to utility companies to assist <br />in designing services to the new lots. Mike's proven record in coordinating survey and design efforts for roadway, <br />utility, and site development projects ensures a streamlined process that supports the timely delivery of this new <br />mixed -income residential community. <br />ROADWAY DESIGN USING COMPLETE STREETS PRINCIPLES <br />Abonmarche's transportation engineers specialize in roadway design, traffic calming, bicycle and pedestrian <br />infrastructure, and corridor planning. For this project, Complete Streets principles will be incorporated across all <br />phases. Phase 1 A will include traffic -calming and streetscape improvements along Western Avenue as well as one <br />new east - west street connection between Scott Street and Taylor Street, supported by new sidewalks, curbs, and <br />street trees. Phase 1 B will build on this framework by extending improvements to City -owned parcels northeast of <br />Western and Taylor. Phase 2 will complete the transformation of the Monroe Circle site, potentially adding a second <br />east - west connection between Scott and Taylor or private access drives to parking areas for future residential units, <br />along with coordinated lighting, striping, and pedestrian features. The raised intersection on Western Avenue will be <br />designed to slow vehicular traffic, prioritize pedestrian crossings, and establish a safer, more connected urban grid <br />by shortening crossing distances with bump outs and enhancing safety through raised crosswalks or speed humps. <br />We have successfully applied complete streets design principles to the following City of South Bend projects: Niles <br />Avenue, Jefferson Boulevard (near Howard Park), South Bend Avenue, Western Avenue, and more. <br />In addition to roadway connectivity, Abonmarche will provide site -sensitive parking lot design tailored to the needs of <br />new residential development. Drawing on Chad Knip's extensive experience in civil design and circulation planning <br />for residential and mixed -use projects, the team will ensure parking lots are efficient, code -compliant, and pedestrian - <br />friendly while balancing access for residents, visitors, and service vehicles. Past work on projects such as Cherry Creek <br />Waterford Commons in Goshen, IN demonstrates Abonmarche's ability to integrate parking circulation seamlessly <br />with adjacent roadways and site constraints, ensuring safe and efficient movement throughout the community. <br />To complement these site and roadway improvements, landscaping and street tree design will be carefully <br />integrated into the project. Led by Landscape Architect Steven Ruby, the design approach will emphasize shade, <br />comfort, and visual appeal through the thoughtful placement of trees and planting beds.
