Bid Package 3 shall comprise of the following items: <br />1. The ENGINEER shall design a consolidated parking lot, with a permanent <br />access easement, combining all of Michigan -St. Joseph- Marion- Navarre <br />block (Area 1). The parking lot will not include the residential property <br />located in the southwest comer of St. Joseph and Navarre Streets, <br />LaPetite Academy and the residential property located in the northwest <br />corner of St. Joseph and Marion Streets. The overhead power and <br />telephone lines and will be checked for a feasibility to relocate <br />underground (by others), if needed. The parking lot will be a surface <br />parking lot with no gate system. All the elements will be brought in <br />conformance with OWNER's ordinance — ADA, green space, lighting, <br />drainage, etc. The OWNER also desires green design to accommodate <br />stormwater on site, with no increase in load to the existing storm sewer <br />system. The existing drywell system will be replaced with new and <br />upgraded drywe/l system. No overflow will be provided for the <br />drainage of the parking lot Lighting for this parking lot should be similar <br />to Sternberg fixtures that were provided for Bid Package 2. The total area <br />of this improvement is approximately 2 acres (Figure 3). <br />A coordination meeting was held with the OWNER and Memorial <br />Hospital on December 10, 2012 to present the options of revised <br />layout. With the grade differential, it will be necessary to provide <br />retaining walls and storm sewer management system. The parking <br />lot shall consist of a combination of pervious paver system and plain <br />concrete pavement. <br />A coordination meeting was held with the OWNER on April 1, 2013. <br />Based on the discussion, the following options were discussed and <br />asked to be evaluated: <br />• Option # 1 — The revised layout with the option of using <br />pervious concrete along with concrete. Also includes retaining <br />walls and significant cut. <br />• Option # 2 — Mill & Overlay the whole layout. This option <br />flattens the two "hump" areas by the existing pizza but <br />building and the area just east of there. <br />• Option # 3 — Reconstructing the whole lot with asphalt. <br />• Option # 4 — Reconstructing the whole lot with concrete. <br />All the options include two building demolition costs and <br />pervious concrete parking lot area for Bid Package # 3A. <br />2of10 <br />Supplemental Agreement No. 3 <br />
