APPROAC <br />66 '4,6 <br />Rich and Tyson are intimately familiar with analyzing signal timings and providing effective recommendations that <br />meet their clients' needs and help alleviate traffic delays. Their experience helping other municipalities such as the <br />City of Springfield, IL and MoDOT, St. Louis District has given them time -tested insights that will inform their final <br />analyses and recommendations for South Bend's citywide signal system. <br />Aerial of West Lasalle Avenue and North Main Street <br />FINAL COMPARISON ANALYSIS <br />Once the CMS and adaptive timing system are installed and fully <br />implemented, a final study will be developed comparing existing <br />timing plans, traditionally optimized timing plans, and adaptive <br />signal timing plans. Lastly, we will make final recommendations <br />regarding optimal signal operations. Often signals systems are <br />operated in "adaptive" mode during certain times of the day <br />and run traditional patterns or "free" during other time periods. <br />Performance metrics can either be gathered by manual methods or <br />via ATSPMs (if available). <br />CMS VERIFICATION & TRAINING <br />Once the CMS, controllers, and detection system are installed, the <br />Lochmueller team will assist the City of South Bend in overseeing <br />the manufacturer's system evaluation testing. This is a critical <br />step to ensure that the CMS provides all the parameters that were <br />specified during the initial system design. The CMS manufacturer <br />will also provide training to South Bend personnel following the <br />system acceptance. <br />ADAPTIVE SIGNAL SYSTEM VERIFICATION & TRAINING <br />After the CMS system acceptance, the adaptive timing system <br />will be deployed and verified. Once the signal operation for each <br />time period meets South Bend's satisfaction, the adaptive timing <br />manufacturer will provide training to South Bend personnel to <br />ensure continued system performance. South Bend will also have <br />the option of utilizing the optimized time of day plans as well if <br />needed. <br />LOCHMUELLER GROUP 1 9 <br />
