D <br />JT PT[7 <br />Rich is our in-house expert in traffic signalization, Active Transportation Management System <br />(ATMS), and Automated Traffic Signal Performance Measures (ATSPM). He has a unique blend <br />of design/implementation experience with both traffic signal hardware and software for trafffic <br />central management systems. <br />Project Manager and Lead Traffic <br />Engineer. In Phase I, an "icons" ATMS <br />system was installed to control 80 <br />traffic signals in the central business <br />district and interconnected with <br />several existing IDOT-maintained, <br />closed -loop signal systems. Phase II <br />included upgrades of 45 additional <br />signals and their connection to the <br />City's ATMS system. Several corridors <br />were cross coordinated with IDOT's <br />existing systems using fiber optic <br />interconnect. <br />Project Manager who oversaw the <br />signal inventory and operations <br />assessment for 72 signalized <br />intersections in the City of St. Louis. <br />Project work involved inventory and <br />inspection of each signal controller, <br />CCTV, fiber optic or wireless <br />interconnect, and signal detection <br />system along the Grand Avenue, <br />McCausland/Skinker Avenue, <br />Broadway, and Kingshighway <br />corridors. <br />RICH'S INDUSTRY ADVANTAGE <br />Project Manager and primary Traffic <br />Engineer to lead an IDOT program <br />on SCAT projects in Districts 2-9. <br />Each annual program involved <br />optimizing 8 to 10 different signal <br />systems, including extensive before <br />and after studies to show reductions <br />in fuel consumption and pollutant <br />emissions. The project also involved <br />corridor optimization throughout the <br />state, including Peoria, Mt. Vernon, <br />Springfield, Bloomington, Rockford, <br />and others. <br />Rich worked for six years at Sensys Networks designing and implementing detection systems and ATSPMs <br />throughout the world; four years at Q-Free selling and implementing signal controllers, adaptive signal timing, <br />ATMS, and Connected Vehicle systems throughout the U.S.; and one year at Yunex Traffic managing their systems <br />engineers throughout the U.S. and deploying SCOOT adaptive signal timing in Seattle, WA. This industry experience <br />gives him a comprehensive understanding of traffic central management systems and will directly relate to South <br />Bend's success on this project to ensure each component works together successfully to meet the City's traffic and <br />safety needs. <br />LOCHMUELLER GROUP 1 3 <br />
