PHASE 3: Phased Implementation Planning <br />Prioritization Strategy: DLZ will develop a <br />prioritization matrix to identify which intersections <br />yield the highest benefit within budget. <br />Upgrade Plan: Outline required upgrades by location <br />including: <br />• Controllers <br />• Cabinets <br />• Detection systems <br />• Communications and power <br />• Identify survey and/or environmental service <br />needs <br />• Include traffic data collection and signal <br />optimization modeling/implementation as part of <br />readiness and performance optimization <br />Phasing Strategy: Develop logical implementation <br />phases aligned with available budget and operational <br />constraints. <br />Cost Estimation: Provide construction cost estimate. <br />Schedule Development: Propose an implementation <br />schedule through FY 2029. <br />PHASE 4: Procurement Documentation and <br />Technical Specifications <br />PS&E: Prepare construction documents including, <br />engineers estimate of probable cost and detailed <br />technical specifications. <br />LPA Compliance: Prepare all documents in alignment <br />with LPA and federal procurement requirements, <br />obtain any permits as necessary. <br />Bid Package Support: Assist in compiling <br />documentation for procurement and grant <br />applications if needed. <br />UDLZ <br />PROJECT MANAGEMENT & QUALITY <br />ASSURANCE <br />Project Management Plan (PMP): Define roles, <br />responsibilities, communication protocols, milestones, <br />and risk management strategies. <br />Stakeholder Coordination: Facilitate regular <br />coordination with City staff, IT, emergency services, and <br />regional partners as needed. <br />Quality Assurance/Quality Control (QA/QC): Implement <br />internal review processes for all deliverables to ensure <br />accuracy, clarity, and conformance with City and federal <br />standards. <br />This comprehensive, data -driven approach ensures that <br />the City's investment in a Central Management System <br />yields maximum operational benefit, aligns with long-term <br />transportation goals, and lays the foundation for future smart <br />mobility enhancements. Our methodology emphasizes <br />scalability, interoperability, and resilience while maintaining <br />full compliance with LPA and federal requirements. <br />Environmental—Do—cumentation <br />has conducted preliminary reviews of GIS data available on the IndianaMap website, IDNR's Indiana Buildings, Bridges, and <br />the project's design. No features anticipated to impede project development were identified. <br />HistoricDLZ <br />properties were noted in the project area. Qualified professional cultural subconsultant services woul• be required if the <br />project were to require new right of way and/or impacts to previously undisturbed soils. <br />Section 106 - Historic Properties <br />The project proposes work types which may be approved under Category <br />A, Item 5 of the Minor Projects Programmatic Agreement (MPPA). MPPA <br />applicability will expedite completion of the NEPA documentation. <br />Section 4(f) Resources <br />No new right of way is required; therefore, no Section 4(f) uses are anticipated. <br />Wetlands, Streams and Water Quality <br />The project involves work within existing paved areas only. Water resource <br />Impacts <br />impacts are not anticipated. <br />Threatened and Endangered Species <br />Programmatic consultation for bat species of concern using the on-line USFWS <br />IPaC system, which streamlines the consultation process is anticipated. A <br />"No Effect" determination, or a "May Affect, Not Likely to Adversely Affect" <br />determination is expected based on the project setting. Tree trimming/removal <br />may require a seasonal tree clearing restriction. <br />Hazardous Materials Sites <br />While hazardous materials sites may be present within the project area, <br />no impacts to the project are anticipated based on the minor nature of the <br />proposed traffic signal upgrade construction. <br />CE Document <br />I A Programmatic Categorical Exclusion (PCE) is anticipated for this project. <br />City of South Bend I Traffic Signal Central Management System 15 <br />
