PROJECT APPROACH <br />For Kennedy Park, our approach is simple: plan early, communicate clearly, and deliver with <br />accountability. Licensed engineers lead our pre - <br />construction efforts, combining design insight with construction expertise to prevent costly change <br />orders and keep work moving smoothly. As both builders and construction managers, we provide <br />accurate schedules and cost forecasts based on real -world knowledge, giving the City confidence in <br />every outcome. By combining this expertise with local labor, sustainable practices, and full <br />transparency, we will deliver a project that reflects South Bend's values and serves its community for <br />generations. <br />PREQUALIFICATION <br />To maximize community benefit and ensure project success, our prequalification process is <br />designed to encourage strong participation from South Bend subcontractors and trades while <br />maintaining the highest standards of safety, quality, and reliability. <br />■ Simplified Process <br />We have modified our prequalification form to request information required by South Bend's <br />RBO. The streamlining of two forms eliminates one set of paperwork the bidder has to <br />complete, making the process easier and more accessible. <br />■ Safety First <br />Subcontractors will be required to share their safety history, including OSHA data and <br />incident rates, to verify alignment with the project's safety standards. <br />■ Financial Strength <br />Each subcontractor's financial stability will be evaluated relative to the size of their contract to <br />ensure their ability to deliver without disruption. <br />■ Capability & Capacity <br />We will confirm that subcontractors have the staffing, management, and trade expertise <br />needed to meet project quality and schedule requirements. <br />■ Early Engagement <br />Prequalification will begin during the design phase, giving local subcontractors early access <br />and creating opportunities for South Bend firms to participate meaningfully in the project. <br />This balanced approach prioritizes safety and quality while actively opening the door for local <br />companies to take part, strengthening both the project and the community it serves. <br />10 Proposal for Construction Manager as Constructor Services Page 15 of 30 <br />Kennedy Park — South Bend, Indiana <br />
