Ordinance No. ~ ~ s O " ~ 7 <br />Bill No. 2 0-° 1 <br />AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br />INDIANA, AMENDING VARIOUS SECTIONS OF CHAPTER 2, ARTICLE 1, <br />DIVISION 1 OF THE SOUTH BEND MUNICIPAL CODE, ADDRESSING THE <br />~~YOUTH ADVISORY COUNCIL" <br />STATEMENT OF PURPOSE AND INTENT <br />On April 14, 2003 the South Bend Common Council passed Ordinance No. 9414-03 <br />which created the Youth Advisory Council. That ordinance has been codified as Division 1 of <br />Article 1 of Chapter 2 of the South Bend Municipal Code. The ordinance created a mechanism <br />for youth to provide input and become involved so that both the youth and the city would benefit. <br />It also provides opportunities for close interaction with the Common Council Members, <br />members of the City Administration, City agencies, boards, and commissions. <br />The following regulations are believed to enhance and improve the overall operations of <br />the City of South Bend's Youth Advisory Council. Youth will be better able to channel their <br />energy and talents through Youth Advisory Council activities. This ordinance is aimed at <br />streamlining many of the provisions of the current ordinance so that the Council can be more <br />effective. <br />Involvement such as brainstorming on issues of particular interest to youth and coming <br />up with positive solutions; sponsoring youth forums; and working with the National League of <br />Cities Youth Advisory Board; are just some of the many activities which the Youth Advisory <br />Council may pursue, in addition to working closely with the South Bend Common Council. <br />./Vou,~, .1 f~e~re~a~ce, Bye it a-~dairted by the Common Council of the City of South Bend, <br />Indiana, as follows: <br />Section I. Division 1 of Article 1 of Chapter 2 of the South Bend Municipal Code addressing the <br />"Youth Advisory Council" is amended in part as follows: <br />Sec.2-12.1.2 Membership. <br />(a) The Youth Advisory Council shall be composed of not less than e~~e~en-(~}-} eleven <br />1~1,) members. #lembe~~ Members shall represent the rich diversity of the city's <br />youth with regard to gender, race, ethnic, socio-economic, and religious backgrounds. <br />Youth Council Advisory Council members shall include: <br />(1) One (1) Youth Member shall be appointed to represent each of the six (6) <br />Councilmanic Districts, <br />
