Staff Report <br />ordinance are enforced due to the proximity to the Airport. <br />Commitments: <br />The petitioner is not proposing any written commitments. <br />Criteria to be considered in reviewing rezoning requests, per IC 36 -7 -4 -603: <br />1. Comprehensive Plan: <br />Policy Plan: <br />City Plan, South Bend Comprehensive Plan (November 2005) <br />Objective LU 2: Encourage a compatible mix of land uses in the community. <br />Land Use Plan: <br />The future land use map identifies this area as Light Industrial. <br />Plan Implementation /Other Plans: <br />5/9/2013 <br />Master Development Plan for the Airport 2010 Project identifies this area as Office <br />Park/Golf Course. The Office Park/Golf Course area is intended for large single tenant, <br />corporate headquarters, or large multi - tenant professional buildings on sites ranging from <br />5 -10 acres. <br />2. Current Conditions and Character: <br />The site is located within the Blackthorn Corporate Park. Currently there are a number of <br />vacant parcels and a mix of light industrial and office uses. <br />3. Most Desirable Use: <br />The most desirable uses are those allowed in O Office and LI Light Industrial. <br />4. Conservation of Property Values: <br />Surrounding property values should not be negatively impacted by the rezoning. <br />5. Responsible Development And Growth: <br />It is responsible development and growth to zone the site to O Office to allow for <br />development compatible with the Blackthorn development. <br />Staff Comments: <br />No additional staff comments. <br />Recommendation: <br />Based on information available prior to the public hearing the staff recommends that this <br />petition, be sent to the Common Council with a favorable recommendation. <br />Analysis: <br />There has been a mix of light industrial and offices developed within this area. Several <br />properties in the vicinity are zoned O Office, including properties directly across the street <br />from the petition area. Rezoning these properties to O Office will permit the properties to <br />be more effectively marketed in compliance with the Master Development Plan for Airport <br />2010 Project. <br />APC # 2672 -13 Page 2 of 2 <br />
