HRP Construction, Inc. provided an MBE Utilization Plan with 1.62% participation and a WBE Utilization Plan with 4.54% participation, in total approximately $76,000 of their Base Bid price. C&E Excavating's price was $78,326.00 lower than Selge Construction Company's Base Bid price and $295,821.70 lower than HRP Construction's Base Bid price. Bid Recommendation: Public Works, the Division of Engineering, and Division of Water Works recommend the award of Protect No. 117-059A South Well Field, Water Treatment Plant, and Distribution System Improvements — Bid Package 2, Division B to C&E Excavating, Inc. for the Base Bid amount of $936,674.00. If the Board of Public Works accepts and grants a Good Faith Waiver for this project through the acceptance of C&E Excavating's bid submittal, the award of Bid Package 2 Division A (separate bid award) and Division B both present the most economical construction project in comparison to the Base Bid submittal received for Bid Package #1. The lowest bidder maintains an opportunity to secure additional MBE and WBE subcontractors to try to improve on the MBE and WBE Utilization Goals.
