Fixing the Annual Pay of Police Officers Year 1981

The first service year for a police officer commences upon his being sworn in as a police officer. The police officer shall obtain his second service year on the next succeeding first day of January until he attains the maximum salary for the particular rank he may hold. SECTION II: In addition to the foregoing annual pay, the officers and members of the Police Department shall receive compensation for extra duty and specific performance and the following benefits: (a) Effective January 1, 1981, if an officer is subpoenaed to court or has to go to court or is required to appear at any given location to validate a complaint, warrant or recall, the officer shall be paid (if off duty) at the rate of time and one -half the officer's hourly rate of pay with minimum of two hours on the officer's regularly scheduled work day and four hours on the officer's regularly scheduled day off. In addition, any officers required to work overtime shall be paid at the rate of one and a half times the officer's normal rate of pay with a minimum of one hour for any overtime beyond said officer's normal work day schedule. (b) Any officers shall be entitled to receive $31.00 for each of the holidays listed below, whether such holiday is worked or not. Payment shall be made for each holiday during the pay period to which the holiday falls; however, no holiday shall be paid in advance of its occurrence. The holiday pay shall apply only to the following: New Year's Day Fourth of July Lincoln's Birthday Labor Day Washington's Birthday Columbus Day Good Friday Veteran's Day Easter Sunday Thanksgiving Day Memorial Day Christmas Day (c) For night incentive and hazard pay, $300.00 per year. SECTION III: The Common Council recommends as follows: (a) The sworn members of the Police Department shall receive an annual clothing allowance of $500.00. Such clothing allowance shall be distributed one -half by June 15, 1981, and the remaining one -half by December 15, 1981. (b) That the annual clothing allowance for those individuals holding the rank of Chief, Division Chief or Captain be in the amount of $375.00; and be distributed one -half by June 15, 1981, and the remaining one -half by December 15, 1981. (c) That the advancement of rank from Patrolman First Class to Corporal be after three complete years upon satisfactory performance of duty and promotion by the Board of Safety. (d) That a maximum of $302.00 be paid for each officer requesting Dependent Health Insurance coverage over and above what the City is presently paying, excluding Chief, Division Chief and Captains. (e) That officers working under the Overtime Foot Patrol Program be paid at the rate of $7.50 per hour. A minimum of $120,000.00 shall be appropriated for the 1981 Overtime Foot Patrol Program. (f) That no other special pay programs or salary bonuses such as S.O.S. be established, and that if such special programs are needed, that participating officers be paid ou of the Overtime monies.
