BAUER, COMMUNITY DEVELOPMENT DIRECTOR <br />1979 CDBG APPROPRIATION "DEMONSTRATION BLOCK" PROJECT <br />MAY 21, 1980 <br />J�`��l • DFO <br />�O <br />1440 County -City Building <br />South Bend, Indiana 48801 <br />(219) 2849335 <br />The Division of Community Development in conjunction with the Department <br />of Public Works and Bureau of Housing has developed a "demonstration block" activity <br />consisting of the coordinated delivery of housing rehab and public works services <br />to two or three block frontage within the C.D. "neighborhood strategy areas." <br />As you know, four such demonstration block projects are currently underway in <br />the Northeast, Northwest, Southeast, and Far Southwest C.D. "neighborhood strategy <br />areas." The attached $40,000.00 appropriation request will enable us to implement <br />a similar project in the Near West Side C.D. "neighborhood strategy area." <br />The objective of the demonstration block activity is to improve overall <br />community development program effectiveness and efficiency by coordinating the <br />preparation and implementation of separate activities; increasing the impact of <br />separate and singular community development programs; concentrating various <br />activities within a limited area; and, establishing a viable partnership between <br />neighborhood groups, residents, and city government. <br />The attached appropriation ordinance for $40,000.00 will provide funds <br />for a variety of public works site improvements including sidewalk reconstruction <br />or construction, curb and gutter reconstruction or construction, and drainage <br />facilities on an as needed basis. <br />In addition, the Bureau of Housing and Division of Community Development <br />will attempt to bring existing housing programs together in a coordinated and con- <br />centrated manner through local homesteading, 312 loans, South Bend home improvement <br />loans, grants, rebates, and code enforcement. The site selected for the demonstration <br />block project in the Near West Side Neighborhood Strategy Area encompasses the 300, <br />400, and 500 blocks of Birdsell Street between Fassnacht Street on the north and <br />Linden Avenue on the south.
