ORDINANCE NO. G1 97' 0'0 AN ORDINANCE APPROPRIATING $40,000.00 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND, FOR A DEMONSTRATION BLOCK PROJECT, TO BE ADMINISTERED BY THE DIVISION OF COMMUNITY DEVELOPMENT AND THE DEPARTMENT OF PUBLIC WORKS STATEMENT OF PURPOSE AND INTENT: A successful neighborhood and housing conservation strategy is based on creative, well planned, and implementable housing rehabilitation, public works, parks and social service programs. In order to improve the effectivenes and efficiency of the existing housing, public works, and social service programs, the Division of Community Development has developed a "demonstration block project." The objective of this project is to improve overall community development program effectiveness and efficiency by: coordi- nating the preparation and implementation of separate activities; increasing the impact of separate and singular community development programs; concen- trating various activities within a limited area; and, establishing a viable partnership between neighborhood groups, residents, and city government. In order to implement the demonstration block activity, funds are required. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. The sum of $40,000.00 is hereby appropriated for the program year starting July 5, 1979, from the City of South Bend's Community Development Block Grant Fund (Program Year 1979). The appropriation shall be used within the boundaries of the Community Development "Near West Side Neighbor- hood Strategy Area" as approved by the United States Department of Housing and Urban Development under Title Twenty -four (24), the Code of Federal Regulations, Part Five Hundred and Seventy (570) for the Community Development Program Year 1979. The appropriation shall be administered by the Division of Community Development and the Board of Public Works as set forth below; COMMUNITY DEVELOPMENT PROGRAM PROGRAM- CD- 79 -303C PURPOSE Public Works Improvements For the Demonstration Block AMOUNT $40,000.00 SECTION II.
