AGENDA REVIEW SESSION MAY 8, 2025 100 <br />The Agenda Review Session of the Board of Public Works was convened at 10:38 a.m. on May <br />8, 2025, by Board President Elizabeth A. Maradik, Vice President Joseph Molnar (not present), <br />and Board Members Gary Gilot, Murray Miller (virtual), Breana Micou, and Board Attorney <br />Michael Schmidt present. The Board of Public Works Acting Clerk, Hillary Horvath, presented <br />the Board with a proposed agenda of items presented by the public and by City Staff. <br />AGENDA REVIEW SESSION ACTION ITEMS <br />APPROVAL OF REQUEST TO REJECT BIDS/QUOTATIONS — SOUTH WELL FIELD <br />WATER TREATMENT PLANT AND DISTRIBUTION SYSTEM IMPROVEMENTS — BID <br />PACKAGE 2 — DIVISION A — PROJECT NO. 117-059A <br />In a memorandum to the Board, Jacob Klosinski, requested permission to reject all bids for the <br />above referenced project due to incomplete bid. Therefore, upon a motion made by Murray Miller, <br />seconded by Breana Micou and carried by roll call, the above request was approved. <br />APPROVAL OF AGREEMENTS/CONTRACTS/PROPOSALS/ADDENDA <br />The following acreements/contracts/nronosals/addenda were submitted to the Board for annroval: <br />Type <br />Business <br />Description <br />Amount/ <br />Motion/ <br />Funding <br />Second <br />Ratify <br />Slatile Roofing <br />Ratify Emergency <br />$196,812 <br />Miller/Micou <br />Emergency <br />and <br />Contract to Patch Large <br />(PR-00040904) <br />Contract <br />Restoration, <br />Holes in the State Theater <br />Inc. <br />Roof Project No. 125-030 <br />Attorney Schmidt noted the property has only come into the City's possession since the start of <br />May. The property's issues existed prior to the transfer of ownership to the City but are working <br />diligently to address the emergency conditions of the property. <br />Mr. Gilot asked if the scope not only addressed the repairs to the building to prevent more leaks <br />but also protected the building's fagade. Engineer Zach Hurst stated that future work and bid <br />packages are being prepared and will include an architect, brick masonry, windows, and ceilings, <br />but at this time, the focus is to stop the leaks. Mr. Hurst stated they hoped to get the bid packages <br />out before winter. <br />Board members discussed the following item(s) from the agenda. <br />AGREEMENTS/CONTRACT S/PROPOSALS/ADDENDA <br />Assistant City Engineer Jacob Klosinski was present to discuss item 13.J: <br />Ratify Emergency Repair - Emergency Sewer Repair at Woodward Ave. and California Ave. <br />Intersection with HRP Construction Inc. Engineer Klosinski stated this was a brick sewer on <br />California Ave and Woodward Ave. that collapsed and there was a basement that backed up and <br />HRP came in to help replace the manhole structure and bypass pumping. <br />AGREEMENTS/CONTRACTS/PROPOSALS/ADDENDA <br />Assistant City Engineer Jacob Klosinski was present to discuss item 13.K: Ratify Emergency Repair <br />— Emergency Sewer Repair at Western Ave. and Chapin St. Intersection with Selge Construction Co, <br />Inc. Engineer Klosinski stated this was a brick sewer on Western Ave. and Chapin St. This was a <br />result of a fiber optic cable from a private utility company that had worked through a thirty (30) inch <br />brick sewer and at some point should be resulting in a damage claim with the company to recoup the <br />cost of the emergency work done by Selge and for City staffs' time. <br />Mr. Gilot asked if we have any sort of "no-fault" with any of the major companies like I&M or NIPSCO <br />that doesn't apply to fiber. Engineer Klosinski, and Attorney Schmidt both did not know of such an <br />agreement. <br />AGREEMENTS/CONTRACTS/PROPOSALS/ADDENDA <br />Mr. Gilot asked about the scope for Item 13.A: Amendment No. 3 to Professional Services <br />Agreement — Addition of Full Design for the Extension of Western Ave. and Signal Modifications <br />at the Intersection of Western Ave and MLK for the Riverfront West Urban Neighborhood <br />Development with Lochmueller Group, Inc. <br />Engineer Charlie Brach stated that this was for extending Western Ave. into Riverfront West to <br />meet Fellows where we are going to extend Fellows from the North and intersection improvements <br />
