. . <br />• nominations. The vote being unanimous, Mr. Alvarez was elected Secretary for the <br />remainder of 1998. <br />3. APPROVAL OF MINUTES <br />Upon a motion by Andre Gammage, seconded by Carolyn Pfotenhauer and unanimously <br />carried, the Authority approved the Minutes. of the Regular Meeting. of June 1, 1998. <br />4. New Business <br />a. Authority approval requested for Deed of Dedication to Crescent Circle. <br />Mr. Rock explained that Crescent Michiana Properties, LLC proposes to purchase <br />and build on Lot 1 A on Crescent Circle. They have signed a lease with <br />Associates {currently located in the county on Edison Road just east of the <br />Bypass) to occupy most of the building. One third of the building will be used for <br />office space and the remainder will be left open. Associates intends to run a <br />"back office" operation, downloading information from their office in Dallas, <br />printing it out, and preparing it for postal pick-up. They print and mail about 9 <br />million credit card bills a month. <br />• The northern part of Lot 4, which has been subdivided into Lots lA through 3B, <br />in the Blackthorn Corporate Park, as indicated in the attached Exhibit B, was <br />designated for research and development and corporate support. Associates fits <br />more into support space in that it will not be office all the way through. The <br />covenants for the area require that the users not generate noise, dust or pollutants <br />and Associates' use will meet those requirements. <br />The Authority needs to take two actions related to the Deed of Dedication. One is <br />to dedicate Crescent Circle to the Board of Public Works as public right of way. <br />The second action is to transfer the property listed as Lot lA to the <br />Redevelopment Commission so that it can be sold to Crescent Michiana <br />Properties LLC. The Redevelopment Commission will be constructing Crescent <br />Circle over a period of time, beginning in 1999. Crescent Michiana Properties will <br />construct a service drive around back to separate truck traffic from car traffic. <br />Ms. Pfotenhauer asked how many people Associates would employ for this <br />operation. Mrs. Kolata stated that they currently employ around 95 people. They <br />plan to increase the number of employees their second year in the new building. <br />Mr. Rock stated that the building is designed for future expansion at the back. <br />Ms. Pfotenhauer asked about the design and materials to be used.
