7. Random Testing <br />a. All Covered Employees are subject to unannounced testing based on random <br />selection. This includes temporary employees performing work in a position covered <br />by this Policy. <br />i. A Covered Employee may be randomly tested for Controlled Substance use any <br />time while on duty. <br />ii. A Covered Employee shall only be tested for alcohol when the employee is <br />performing, is to perform, or has just performed Safety -Sensitive Functions. <br />Employees who are hired to drive a commercial motor vehicle are expected to <br />be available to drive that vehicle, or perform Safety -Sensitive Functions, any <br />time that they are at work; unless they have a medical excuse that advises that <br />they should not drive. <br />b. Procedure for Selection <br />i. PCC will test at least fifty (50%) of its Covered Employees in a calendar year for <br />Controlled Substances, selected on the basis set forth in this Section <br />4.05.05(B). All Covered Employees will be subject to being randomly selected <br />for Tests for Controlled Substances at each unannounced random testing date. <br />A person may be randomly selected more than once or not selected at all during <br />the annual period. <br />ii. PCC will test ten (10%) of its Covered Employees selected for random testing <br />under 4.05.05(B)(a) above, for Alcohol. <br />iii. To assure that the selection process is random, all full time and temporary <br />Covered Employees will be placed in a common pool. Employees always <br />remain in the random selection pool, regardless of whether they have been <br />previously selected for testing. <br />iv. The random selection procedure will be a computer -based number generator. <br />v. If an employee is unavailable during a draw period due to vacation or other <br />long-term absence, a replacement number can be drawn using the <br />computerized random number generator to select additional numbers. If an <br />employee is temporarily unavailable, or it is their day off, the number should be <br />held until their next shift within the same testing period. No employee shall be <br />excused because of operational difficulties (e.g., job requirements or <br />restrictions). <br />c. Procedure for Collection <br />i. Random testing will be done on a quarterly basis. Testing will be conducted on <br />different days of the week throughout the annual cycle to prevent employees <br />from matching their drug use patterns to the schedule for collection. Collection <br />for quarterly random testing will be spread out over the quarter. Selected <br />employees will not be notified until immediately prior to the time that they are <br />due at the collection site. <br />ii. Random notifications will be conducted as discreetly as possible in order to <br />ensure the confidentiality and integrity of the process. <br />8. Post -Accident Testing <br />11 JPage <br />
