(h) "Private Property" means all property other than <br />public property. <br />(i) "Public Agency" means the Board of Public Works. <br />(j) "Public Property" means a public right -of -way, <br />street, highway, alley, sidewalk, park or other municipal <br />property. <br />(k) "Towing Service" means a business that engages in <br />moving, removing, storing and impounding disabled vehicles. <br />(1) "Vehicle" refers to an automobile, motorcycle, <br />truck, trailer, semi - trailer, tractor, bus, school bus, recrea- <br />tional vehicle, or motorized bicycle. <br />(m) "Visible from Public Property" means that a vehicle <br />can be seen from public property and includes vehicles which <br />have been covered by a temporary covering that allows the form <br />and outline of the vehicle to remain visible from public pro- <br />perty. <br />Section 20 -29 Procedure for Notice, Removal and Disposal <br />of Abandoned Vehicles, Fees. <br />(a) No person shall abandon a vehicle on any public or <br />private property without the permission of the person having <br />the right to possession or control of the property upon which <br />the vehicle is left. <br />(b) The Owner of an abandoned vehicle is responsible for <br />the abandonment and is liable, to the extent of the market <br />value of the vehicle, for all of the costs incidental to the <br />removal, storage and disposal of same. <br />(c) If in the opinion of the officer the market value of <br />an abandoned vehicle is one hundred dollars ($100.00) or less, <br />the officer shall attach thereto in a prominent place a notice <br />tag containing the following information: <br />1. The date, time, officer's name, <br />public agency and address and tele- <br />phone number to contact for informa- <br />tion. <br />2. The vehicle is considered abandoned. <br />3. The vehicle will be removed after <br />seventy -two (72) hours. <br />4. The owner will be held responsible for <br />all costs incidental to the removal, <br />storage and disposal. <br />5. The owner may avoid costs by removal of <br />the vehicle within seventy -two (72) <br />hours. <br />(d) If the tagged vehicle which in the opinion of the <br />officer has a market value of less than one hundred dollars <br />($100.00), is not removed within seventy -two (72) hours the of- <br />ficer shall: <br />ME <br />
