<br />No schools are in proximity of the study intersection where school children would <br />frequently cross the street; hence, the school crossing warrant (Warrant 5) is not <br />applicable. <br />Warrant 6: Coordinated Signal System <br />Progressive movement in a coordinated signal system sometimes necessitates installing <br />traffic control signals at intersections where they would not otherwise be needed to <br />maintain proper platooning of vehicles. <br /> <br />There is no need for a traffic signal at the subject intersection to maintain vehicle <br />platooning in a coordinated signal system, as the adjacent traffic control signals provide <br />adequate traffic flow. Additionally, due to the surrounding environment and conditions, <br />this intersection does not require maintaining coordination or provide additional <br />platooning opportunities. Therefore, Warrant 6: Coordinated Signal System is not <br />applicable. <br /> <br />Warrant 7: Crash Experience <br />The Crash Experience signal warrant conditions are intended for application where the <br />severity and frequency of crashes are the principal reasons to consider installing a traffic <br />control signal. <br /> <br />Crash data for the study intersection was unavailable, hence, this warrant was not <br />evaluated. Warrant 7: Crash Experience is not applicable at the subject intersection. <br /> <br />Warrant 8: Roadway Network <br />Warrant 8 provides a check for installing a traffic control signal at the intersection of two <br />or more major routes to encourage concentration and organization of traffic flow on a <br />roadway network. Neither Washington Street nor Williams Street are considered major <br />routes, as both are local streets providing connectivity within downtown mostly for light <br />commercial and some residential use. The intersection is not situated on a major route <br />that serves as part of the principal roadway network for through traffic flow and does not <br />experience the required entering volume of at least 1,000 vehicles per hour during the <br />peak hour or over five hours of a non-normal business day to satisfy the warranting <br />conditions. Therefore, the roadway network warrant (Warrant 8) is not applicable. <br /> <br />Warrant 9: Intersection Near a Grade Crossing <br />The intersection near a grade crossing signal warrant is intended for use at a location <br />where none of the conditions described in the other eight traffic signal warrants are met, <br />but the proximity to the intersection of a grade crossing on an intersection approach
