REGULAR MEETING APRIL 8, 2025 62 <br />REQUEST TO ADVERTISE FOR THE RECEIPT OF BIDS <br />Mr. Gilot noticed that they would be using post tension concrete for item 8.A.: VPA Leeper Courts <br />Reconstruction and asked if that was correct. Director Horvath noted that they could go with <br />asphalt and they may need to depending on prices, but they will get a much longer life out of post <br />tension concrete. <br />INDUSTRIAL WASTEWATER DISCHARGE PERMIT MODIFICATIONS <br />Mr. Gilot asked if the permit was just a change in ownership for item 11.A.: Toefco Engineering <br />LLC DBA Imagineering Enterprises LLC. <br />Director of Environmental Compliance Andrea Alexander stated that it is just an ownership <br />change, not a change in process at the facilities. <br />Mr. Gilot added that he thought her memo covered it well and that they assumed responsibility as <br />the discharge. Sometimes there's an asset purchase and they don't want to assume full <br />responsibility, but that was a good point to note in your cover memo. <br />PRIVILEGE OF THE FLOOR <br />Board Member Gary Gilot acknowledged the efforts of crews restoring power after the severe <br />storm. He highlighted the Herculean effort of 2,700 crews working around the clock to restore <br />power and deal with the storm's impact on the community. He also expressed gratitude for the <br />city staff involved in storm cleanup and dealing with calls for service. He emphasized the <br />importance of acknowledging their hard work and dedication during the storm. <br />Director Horvath stated that it was one of the worst he has seen since he has been with the City in <br />terms of the amount of damage across the city. He added that they literally ran out of stop signs <br />due to so many signals down. They were getting generators from everywhere and it was a lot of <br />work, but AEP did a nice job getting them back up. <br />Board Attorney Michael Schmidt announced the retirement of Cynthia Simmons from the Office <br />of Diversity and Inclusion after twenty-eight (28) years of service. He praised Cynthia's <br />contributions and success in the department and emphasized the positive impact of her work. <br />Mr. Gilot highlighted that she went from managing Water Works Customer Billing, to managing <br />311, to Directing the office of Diversity Equity and Inclusion. <br />Director Horvath mentioned a reception to celebrate Cynthia's retirement, inviting board members <br />to attend and acknowledge her contributions from 2p.m. to 4 p.m. that day at Howard Park. <br />Director Cynthia Simmons stated that she came in through the Human Rights Commission and it <br />came full circle. She noted all of her roles have been challenging, but she tries to do the best that <br />she can and be successful.
