Southeast Quality of Life <br />Strategic Neighborhood Action Plan <br />The following three statements represent the guiding forces for this war on <br />crime: <br />1. Organize to fight the <br />neighborhood. criminal elements both inside and outside the <br />2. Form partnerships with the --Prosecutors and iudges to apprehend <br />and prosecute the criminals <br />3. Once prosecuted ensure that sentences are carried out and the criminals <br />are not released to the streets rematurely. <br />Elements of the Strategy <br />There are five strategic elements which have been developed from a <br />combination of concepts contained in the Neighborhood Security Working Paper <br />and Task Force initiatives. The SEQL Board of Directors is a key to organizing <br />these initiatives and needs to operate at a high level of organizational capacity. <br />To this end a neighborhood organizer working in conjunction with the board <br />would be desirable to continue providing support services into the future. It is <br />also necessary to create the neighborhood watch program so that neighbors are <br />organized on a block -by -block basis and can be mobilized to carry out many of <br />the program initiatives. The neighborhood watch is the basic building block for <br />grass -roots programs which will allow the residents to take back their <br />neighborhood from the criminal elements. <br />Another positive action which has been taken is the passage by Congress of the <br />Public Safety and Community Policing Act of 1994 Oe. the omnibus crime <br />legislation). This legislation provides many programs supportive of this plan, <br />not the least of which is the effort to substantially increase the number of police <br />interacting with the community on crime control and prevention ("cops on the <br />beat"). As part of the process of applying for those competitive grants, there <br />is the requirement to include a long-term strategy that reflects consultation with <br />community groups. This strategic plan prepared by the South East <br />neighborhood provides direct input and support for programs and partnership <br />with the South Bend Police Department and the City of South Bend in their <br />mutually shared goal of reducing crime. <br />99 <br />
