MEMO <br />OCTOBER 21, 1980 <br />when indicators are that a person will qualify under their guidelines. The <br />Dead Bolt Lock Program is funded by REAL Services and administered by the South <br />Bend Police Department. <br />Community Development is being asked to fund approximately $9,500, or <br />60 percent of the total project cost for one year of $15,700. A preliminary <br />budget is attached. <br />I request that you take favorable action on this appropriation. If <br />inner -city neighborhoods are to be revitalized, the fear of crime must be <br />diminished.
