M <br />I y <br />1440 County -City Building <br />South Bend, Indiana 48801 <br />(219) 2849335 <br />REAL Services has requested assistance from the City of South Bend <br />to continue its operation of the Older Adult Crime Victim Program. The Older <br />Adult Crime Victim Program is completing the third and final year of funding <br />under the Law Enforcement Assistance Agency. During that time the program has <br />assisted over 3,900 older victims in the South Bend Area who were referred to <br />REAL by the South Bend Police Dept. Sixty to sixty -seven percent of the crimes <br />committed against the elderly take place in community development neighborhood <br />strategy areas. The older adult victims of crime are for the most part older <br />adults who exist at low income, or at below the poverty level. They are in need <br />of a wide range of services, which are provided by the Crime Victim Counselor. <br />Counseling, family contact, transportation, emergency grants, and supportive <br />services from public and private areas are utilized to assist the victim to return <br />to life style at the same level, or in some cases, a better level than was their <br />situation before being victimized and subsequently contacted by the Older Adult <br />Crime Victim Program. <br />The Primary task is to assist older victims of burglary, robbery, <br />assault, rape, larceny, fraud, arson and vandalism. The second task is to <br />educate the older adults in ways to protect themselves. An active crime <br />prevention program is basic to the program design. All victims contacted are <br />instructed in methods of prevention. Crime prevention programs are presented <br />at all Nutrition Sites, to any church group, private or social clubs or functions <br />that request a program. A wide range of printed information is distributed and <br />radio and television public service time is utilized to re- inforce crime prevention <br />habits. Instructions in the formation of neighborhood watch groups, the use of <br />Emergency 911 and the South Bend Police Department's Dead Bolt Lock Program are <br />included in all presentations. Direct referral to the Lock Program is standard <br />
