j -----REGULAR - MEETING NOVEMBER 1-3-,--19-8-9 _ Salaries & Wages, Temp. He stated that in the Police Fund in the decrease fund, Account No. 4224.0 should be change to 4224.1. He indicated that in the Equpment Services Fund, Account No. 4429.0 should be changed to 4427.0. He stated that in the Neighborhood Code Enforcement Fund in the decrease column, Account No. 4210.0 should be changed to 4210.2. Council Member Zakrzewski made a motion to recommend this bill, as amended favorable, seconded by Council Member Voorde. The motion carried. There being no further business to come before the Committee of the Whole, Council Member Luecke made a motion to rise and report to the Council, seconded by Council Member Voorde. The motion carried. BILLS, SECOND READING ORDINANCE NO. 8034 -89 AN ORDINANCE AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 2909 WESTERN AV., IN THE CITY OF SOUTH BEND, INDIANA. This bill had second reading. Council Member Niezgodski made a motion to pass this bill, seconded by Council Member Soderberg. The bill passed by a roll call vote of seven ayes and two nays (Council Members Coleman and Luecke). ORDINANCE NO. 8035 -89 AN ORDINANCE INCREASING APPROPRIATIONS AND REDUCING APPROPRIATIONS WITHIN THE VARIOUS DEPARTMENTS WITHIN THE VARIOUS FUNDS OF THE CITY OF SOUTH BEND, INDIANA, FOR THE YEAR 1989. This bill had second reading. Council Member Voorde made a motion to amend this bill, as amended in the Committee of the Whole, seconded by Council Member Coleman. The motion carried. RESOLUTIONS RESOLUTION NO. 1755 -89 A RESOLUTION CONFIRMING THE ADOPTION OF A DECLARATORY RESOLUTION DESIGNATING CERTAIN AREAS WITHIN THE CITY OF SOUTH BEND, INDIANA COMMONLY KNOWN AS 802 SOUTH FELLOWS TO BE AN ECONOMIC REVITALIZATION AREA FOR PURPOSES OF A THREE (3) YEAR REAL PROPERTY TAX ABATEMENT FOR FORTUNA LAND CO. OF INDIANA.(HARBOR METAL TREATING) WHEREAS, the Common Council of the City of South Bend, Indiana has adopted a Declaratory Resolution designating certain areas the City as Economic Revitalization Areas for the purpose of tax abatement consideration; and WHEREAS, a Declaratory Resolution designated the area commonly known as 802 South Fellows and which is more particularly described as follows: A parcel of land being a part of the plat of E. H. Rush's Second Addition, and adjacent vacated alleys, in the City of South Bend, Indiana, and being more particularly described as follows, viz: Beginning at the Northwest corner of Lot 168 as shown on the recorded plat of E. H.
