; =; u s �e u:" •:• <br />Be it remembered that the Common Council of the City of South Bend met in the <br />Council Chambers of the County -City Building on Monday, November 13, 1989, at 7:00 <br />p.m. The meeting was called to order and the Pledge to the Flag was given. <br />ROLL CALL Present: Council Members Luecke, Niezgodski, <br />Soderberg, Puzzello, Slavinskas, <br />Zakrzewski, Coleman, Duda and Voorde <br />Absent: None <br />REPORT FROM THE SUB - COMMITTEE ON MINUTES <br />To the Common Council of the City of South Bend: <br />The sub - committee has inspected the minutes of the October 23, 1989 meeting of the <br />Council and found them correct. <br />Therefore, we recommend the same be approved. <br />/s/ John Voorde <br />/s/ Ann Puzzello <br />Council Member Coleman made a motion that the minutes of the October 23, 1989, <br />meeting of the Council be accepted and placed on file, seconded by Council Member <br />Duda. The motion carried. <br />SPECIAL BUSINESS <br />BILL NO. 47 -89 <br />A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT THE <br />NORTHWEST CORNER OF BENDIX DR. & ELWOOD AV. IN THE CITY OF SOUTH <br />BEND, INDIANA. <br />Council Member Colman made a motion to continue this bill to the November 27, 1989 <br />meeting, seconded by Council Member Zakrzewski. The motion carried. <br />BILL NO. 49 -89 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT <br />18106 IRELAND RD., IN THE CITY OF SOUTH BEND, INDIANA. <br />Council Member Slavinskas stated that this bill is withdrawn at the request of the <br />petitioner. <br />BILL NO. 90 -89 <br />A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT <br />2909 WESTERN AV., IN THE CITY OF SOUTH BEND, INDIANA. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member Slavinskas <br />stated that the Zoning & Vacation Committee met on this bill and recommends it to <br />the Council favorable. Kevin Joyce, Planner Area Plan Commission gave the staff <br />report. Edward Olszak, Attorney, 2521 Western Av., made the presentation on the <br />bill. He indicated that the petitioner is requesting a zone change from "C" <br />Commercial, "D" Height and Area to "B" Residential, to permit occupancy of 1st <br />floor and 2nd floor for residential purposes. Council Member Zakrzewski made a <br />motion to recommend this bill favorable, seconded by Council Member Niezgodski. <br />The motion carried. <br />BILL NO. 94 -89 <br />A BILL INCREASING APPROPRIATIONS AND REDUCING APPROPRIATIONS <br />WITHIN THE VARIOUS DEPARTMENTS WITHIN THE VARIOUS FUNDS OF THE <br />CITY OF SOUTH BEND, INDIANA, <br />FOR THE YEAR 1989. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member Voorde <br />indicated that the Personnel & Finance Committee had met on the bill and recommends <br />it favorable, as amended. John Leisenring made the presentation on the bill. <br />Council Member Voorde made a motion to amend this bill, seconded by Council Member <br />Duda. The motion carried. Council Member Voorde made a motion to recommend this <br />bill favorable as amended, seconded by Council Member Coleman. The motion carried. <br />BILL NO. 95 -89 A BILL TRANSFERRING MONIES FROM VARIOUS ACCOUNTS TO VARIOUS <br />ACCOUNTS WITHIN THE VARIOUS DEPARTMENTS WITHIN THE VARIOUS FUNDS <br />OF THE CITY OF SOUTH BEND, INDIANA,.FOR THE YEAR 1989. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member Voorde <br />indicated that the Personnel & Finance Committee had met on the bill and recommends <br />it favorable, as amended. John Leisenring made the presentation on the bill. He <br />indicated that some technical changes need to be made in account numbers. He <br />stated that in the Controller's Fund Account No. 4256.0 should be changed to <br />4252.0; and Account No. 4396.0 should be changed to 4396.1. He indicated that in <br />the Engineering Fund Account No. 4996.0 should be changed to 4396.0. He stated in <br />the Cemeteries Fund in the increase column, Account No. 4120.0 Salaries & Wages, <br />Temp., should be change to 4110.0 Salaries & Wages, Regular; and in the decrease <br />column, Account No. 4110.0 should be changed to 4120.0 <br />
