Council Member Coleman <br />presented it to Sue Kowalski 50691 Birkdale, Granger, a <br />City, who accepted the resolution and thanked the <br />Zakrzewski made a motion to adopt the resolution, seconded <br />The resolution was adopted by a roll call vote of nine <br />Be it remembered that the Common Council of the City of South Bend met in the <br />Committee of the Whole on March 13, at 7:10 p.m., with nine members present. <br />Chairman Luecke presiding. <br />BILL NO. 8 -89 A BILL ANNEXING TO AND BRINGING WITHIN THE CITY LIMITS OF SOUTH <br />BEND, INDIANA CERTAIN LAND LOCATED IN CLAY TOWNSHIP, ST. JOSEPH <br />COUNTY, INDIANA. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Larry Vanosdol, surveyor, 120 <br />W. LaSalle, indicated this was a 25 acre site located across the street from <br />Tarkington School. He indicated the developer plans to build 82 single family <br />residential units. He indicted this property would have to be rezoned for a <br />subdivision. Ray Powell, 17261 Hepler, indicated this was the last green space <br />left in the southeast corner of Clay Township. James Neff, attorney for <br />RogerStouffer, 17165 Hepler, spoke against this annexation. Council Member <br />Slavinskas made a motion to continue this bill in the public portion until March <br />28, at 5:00 p.m., seconded by Council Member Coleman. The motion carried. <br />BILL NO. 15 -89 A BILL APPROPRIATING $450,319 AMONG VARIOUS ACCOUNTS WITHIN THE <br />DEPARTMENT OF ECONOMIC DEVELOPMENT. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member Luecke <br />indicated the Human Resources Committee had met on this bill and recommended it to <br />the Council favorably. Beth Leonard, Economic Development, made the presentation <br />for the bill. She indicted this bill would provide $95,000 to the Business <br />Development Corp; $50,000 for the Housing Rehab Fund, and $145,000 for the West <br />Washington- Chapin Housing Program; $45,319 to he Monroe Park Development fund; <br />$95,000 to the West Washington Development fund; and $30,000 for Code Enforcement <br />demolition. Jim Cronk, 1235 W. Washington, spoke against this bill. Council <br />Member Niezgodski made a motion to recommend this bill to the Council favorably, <br />seconded by Council Member Zakrzewski. The motion carried. <br />BILL NO. 16 -89 A BILL TRANSFERRING $334,550 AMONG VARIOUS ACCOUNTS WITHIN THE <br />DEPARTMENT OF ECONOMIC DEVELOPMENT. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member Luecke <br />indicated the Human Resources Committee had met on this bill and recommended it to <br />the Council favorably. Beth Leonard, Economic Development, made the presentation <br />for the bill. She indicated this bill rolls over $84,869 in 1986 funds to cover <br />outstanding obligations in the SBCCA Revolving Loan fund; appropriates an <br />additional $95,000 for the SBSCA Revolving Loan fund for use on an acceptable Avon <br />Theatre financing package; and provides $154,681 for acquisition, relcation and <br />clearance in the Monroe Park area. James Cook, President of the Center City <br />Associates, spoke in favor of this bill and the Avon Theatre project. Council <br />Member Zakrzewski made a motion to recommend this bill to the Council favorably, <br />seconded by Council Member Coleman. The motion carried. <br />There being no further business to come before the Committee of the Whole, Council <br />Member Zakrzewski made a motion to rise and report to the Council, seconded by <br />Council Member Voorde. Council Member Coleman made a motion to pass this <br />bill, seconded by Council Member Duda.
