<br />Council Member Luecke made a motion to continue public hearing on this bill until
<br />July 25, seconded by Council Member John Voorde. The motion carried.
<br />BILL NO. 46 -88 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA,
<br />AMENDING SECTION 2 -5 OF THE MUNICIPAL CODE COMMONLY REFERRED TO
<br />AS "SPECIAL MEETINGS OF THE COMMON COUNCIL."
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Council Member Voorde
<br />indicated the Rules Committee had met on this bill and recommended it to the Council
<br />favorably. Council Member Slavinskas made the presentation for the bill. He
<br />indicted the bill should be amended in Section I, (c) and (g) by adding "or
<br />designee ". Council Member Voorde made a motion to accept this amendment, seconded
<br />by Council Member Luecke. The motion carried. Council Member Slavinskas indicated
<br />this bill would set forth specific procedures to be followed when a special meeting
<br />of the Council is called and then cancelled. He indicated this would assure proper
<br />notice to all of the members of the Council, as well as the public and the news
<br />media. Council Member Luecke made a motion to recommend this bill to the Council
<br />favorably, as amended, seconded by Council Member Coleman. The motion carried.
<br />BILL NO. 48 -88 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA,
<br />ESTABLISHING A NONREVERTING "EAST RACE WATERWAY PROMOTIONAL AND
<br />DEVELOPMENT FUND."
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Council Member Voorde made a
<br />motion to accept the substitute bill on file with the City Clerk, seconded by
<br />Council Member Coleman. The motion carried. Richard Nussbaum, City Attorney, made
<br />the presentation for the bill. he indicated that due to insurance liability
<br />concerns the private not - for - profit corporation which had been promoting the East
<br />Race Waterway has been dormant for some time, and in order to ease the concern the
<br />corporation was being brought into the framework of City government as a
<br />subcommittee to the Park Board. He indicated that to assure the money raised for
<br />the development is used for that specific purpose, it is necessary to establish such
<br />a fund. He indicated the East Race Waterway is a vital asset to this community. T.
<br />Brooks Brademas, 425 N. Michigan, spoke in favor of this bill. Joseph Guentert,
<br />3510 Corby, spoke against this bill. Council Member Puzzello made a motion to
<br />recommend this bill to the Council favorably, seconded by Council Member Voorde.

<br />BILL NO. 49 -88 A BILL TRANSFERRING $55,223 AMONG VARIOUS ACCOUNTS WITHIN THE
<br />DEPARTMENT OF ECONOMIC DEVELOPMENT.
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Beth Leonard, Economic
<br />Development, made the presentation for the bill. She indicated this transfer would
<br />be used Historic Preservation's survey records, the summer cleanup crew, Monroe Park
<br />activities and the Studebaker Corridor study. Council Member Luecke made a motion
<br />to recommend this bill to the Council favorably, seconded by Council Member
<br />Coleman. The motion carried.
<br />BILL NO. 50 -88 A BILL APPROPRIATING $175,716.00 FROM THE LOCAL ROAD AND STREET
<br />FUND TO PROJECT R &S 8802, PAVING MATERIALS, WITHIN THE LOCAL ROAD
<br />AND STREET FUND.
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Council Member Zakrzewski
<br />indicated the Public Works Committee had met on this bill and recommended it to the
<br />Council favorably. John Leszczynski, Director of Public Works, made the
<br />presentation for the bill. He indicated this money would be used for street paving
<br />and the slurry program. Council Member Slavinskas made a motion to recommend this
<br />bill to the Council favorably, seconded by Council Member Puzzello. The motion
<br />carried.
<br />BILL NO. 51 -88 A BILL APPROPRIATING $350,000.00 FROM THE LOCAL ROAD AND STREET
<br />FUND TO PROJECT R &S 8803, VARIOUS ROAD IMPROVEMENTS, WITHIN THE
<br />LOCAL ROAD AND STREET FUND.
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Council Member Zakrzewski
<br />indicated the Public Works Committee had met on this bill and recommended it to the
<br />Council favorably. John Leszczynski, Director of Public Works, made the
<br />presentation for the bill. He indicated this money would be used for construction
<br />and design of several projects. Council Member Coleman made a motion to recommend
<br />this bill to the Council favorably, seconded by Council Member Puzzello. The motion
<br />carried.

<br />BUILDING AND SINKING FUND TO PROJECT CS831, TWYCKENHAM STORM
<br />SEWER, WITHIN THE CUMULATIVE SEWER BUILDING AND SINKING FUND.
