02 <br />REGULAR MEETING <br />JUNE 13. 1988 <br />was called to order and the Pledge to the Flag was given. <br />ROLL CALL Present: Council Members Luecke, Niezgodski, <br />Soderberg, Puzzello, Slavinskas, Zakrzewski, <br />Coleman, Duda and Voorde <br />Absent: None <br />REPORT FROM THE SUB - COMMITTEE ON MINUTES <br />To the Common Council of the City of South Bend: <br />The sub - committee has inspected the minutes of the May 23 meeting of the Council and <br />found them correct. <br />Therefore, we recommend the same be approved. <br />/s/ John Voorde <br />/s/ Loretta Duda <br />Council Member Coleman made a motion that the minutes of the May 23, meeting of the <br />Council be accepted and placed on file, seconded by Council Member Zakrzewski. The <br />motion carried. <br />SPECIAL BUSINESS <br />Joseph Simeri, attorney representing the crossing guards, indicated that on May 19, <br />the guards were called to an emergency meeting where they were told approximately <br />one -half of them would be eliminated, due to budget problems. He indicated this <br />program should be expanded, not curtailed. He indicated the City should negotiate a <br />contract with the School Corporation to reimburse the City for part of this cost. <br />Joseph Guentert, 3510 Corby, representing Fair Tax, indicated they were in favor of <br />retaining the crossing guards. Sandra Dreibelbeis, president of the Crossing <br />Guards, indicated asked the Council to keep an open mind on this problem. Betty <br />Ferraro, Captain of the crossing guards, indicated she was concerned about this <br />proposed layoff. Dora Franklin, 109 S. Lake, displayed a large petition, in favor <br />of keeping the crossing guards. Pearlie Roberts, 1011 Campeau, a crossing guard, <br />indicated they were needed. Wayne Keppler, president of the Harrison School <br />Council; Mary Peltier, 1329 Wall, St. Joseph Parish; Ann Rosen and Jeff Semori, <br />Muessel School; Robert Wallace, Monroe School; spoke in favor of retaining the <br />crossing guards. <br />Council President Voorde indicated that the Intergovermental Council has called a <br />meeting and he and Council Member Puzzello would represent the City on this Council. <br />Council President Voorde announced the Council Member Luecke has agreed to represent <br />the Council on the Housing Development Corporation. <br />Council President Voorde indicated the FOP has requested the restoration of benefits <br />taken from them in 1986. He indicated Council Member Soderberg has agreed to meet <br />with their representatives to hear their concerns. <br />Council President Voorde indicated that the scattered site acquisition program has <br />caused anguish in the community. He indicated the Council has been asked to adopt a <br />resolution regarding this problem, however, they did not feel the support was in <br />favor of a rules suspension. He indicated there will be a special meeting of the <br />Council to consider the entire question. Council Member Duda indicated she opposed <br />the position of the Housing Authority on this matter. She indicated she felt <br />scattered housing was inappropriate for this area; $57,000 for an average price home <br />is middle income; and this does not address the needs of the poor. <br />Council Member Duda indicated that the Council attorney is preparing a substitute <br />bill on leaf burning. She commended all members of the task force that worked on <br />this issue. <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the <br />Committee of the Whole on Monday, June 13, at 7:50 p.m., with nine members present. <br />Chairman Zakrzewski presiding. <br />BILL NO. 107 -87 A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: AN ALLEY <br />RUNNING EAST AND WEST FROM LELAND AVENUE TO FOREST AVENUE IN THE <br />PLATS OF CHAPIN PLACE BY EDWARD P. CHAPIN AND SHETTERLY PLACE <br />1ST. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member Slavinskas <br />indicated the Zoning and Vacation Committee had met on this bill and recommended it <br />to the Council favorably. David Dunbar, 857 Forest, made the presentation for the <br />bill. He indicated the closing of this alley would protect the children in the <br />
